The contractor must maintain and repair the Aircraft Fire Rescue Training Facility (AFRTF), structural trainer, and conservation pond in accordance with Air Force Technical Order 35E1-2-13-1, manufacturer recommendations, NFPA standards, and applicable federal and state regulations. All work shall be performed by qualified personnel with expertise in Air Force Aircraft Crash Fire Trainers, and the contractor must provide all supplies, materials, tools, equipment, and labor necessary to complete the services.
The contract requires three major seasonal maintenance cycles: spring startup (approximately April 15), summer inspection (approximately 90 days after de-winterization), and winter shutdown (approximately October 15). Scheduled maintenance includes routine inspections and system checks on igniters, air systems, electrical and propane components, water systems, and safety equipment. Winterization activities must be completed by October 31, and de-winterization by April 30. Non-routine repairs include water pump replacement, air compressor replacement, and major polyethylene liner repairs, which require cost estimates within ten business days and prior approval from either the Government Point of Contact (for repairs under $2,500) or the Contracting Officer (for repairs over $2,500). The contractor is responsible for hazardous materials management and must submit a Contractor Hazardous Material Authorization and Use Form fourteen days before bringing materials on base. All services shall be performed during normal duty hours (0730-1630, Monday-Friday), excluding federal holidays except in emergencies, and contractor vehicles and personnel must be registered and badged through Fairchild AFB Security Forces.
