About this file
This is Amendment 0001 to Solicitation FA462026QA216, issued by the 92nd Contracting Squadron at Fairchild Air Force Base, Washington, effective August 13, 2026. The amendment addresses contractor questions, revises the Statement of Work, and extends the RFQ due date from August 14, 2026 to August 18, 2026 at 10:00 AM Pacific Time. The current contract FA462021D0014, held by WRGA Fire Training Solutions Inc., ends September 30, 2026, and this represents a re-procurement for maintenance services beginning October 1, 2026. Both the Aircraft Fire Training Facility (AFTF) and Gas Fired Structural Fire Training Facility (SFTF) are fully operational and will continue under the new contract.
Key revisions include clarification that cathodic protection system maintenance is not required, as the government verified no such system exists on-site; elimination of annual comprehensive structural integrity evaluations by licensed professional engineers, with this requirement limited to a one-time baseline assessment during the contract's base year; confirmation that the local Authority Having Jurisdiction mandates a third mid-summer inspection beyond the standard NFPA semi-annual inspections; and confirmation that annual visual inspections and load testing/re-certification of anchor points (not to exceed five years, next required September 2030) are required per NFPA 1402, OSHA, and IWCA I-14.1 standards. Offerors must acknowledge receipt of this amendment and return one copy with their proposal, and all applicable revisions have been incorporated into Attachment 1: Statement of Work (REV1).

Amendment 0001 Page 2
SUMMARY OF CHANGES
The purpose of this Amendment is to provide responses to questions submitted by prospective contractors, to revise the Statement of Work, and to extend the RFQ due date/time.
1. Responses to Contractor Questions
All questions and answers are provided below. All applicable revisions have been incorporated into
Attachment 1: Statement of Work (REV1).
Q1. Can the government provide the previous AFTF and SFTF service reports for evaluation, or at least the most recent reports?
A1: The government will not be releasing previous service reports. Offerors should base their quotes strictly on the requirements and technical parameters outlined in the Statement of Work (SOW).
Q2. Are both trainers currently fully operational?
A2: Yes, both the Aircraft Fire Training Facility (AFTF) and the Gas Fired Structural Fire Training
Facility (SFTF) are currently fully operational.
Q3. Is this maintenance contract new or continuing from a previous maintenance contract? Has there been a break in service of the Training Grounds? If not, can you please provide the Contract Number for the previously held contract?
A3: There has been no lapse in service. The current contract number is FA462021D0014 awarded to
WRGA Fire Training Solutions Inc., which ends on 30 September 2026. This is for the re-procurement of the service contract to begin 1 October 2026.
Q4: Is there an Operation and Maintenance manual available for the AFTF and SFTF?
A4: No commercial Operation and Maintenance manuals are available beyond the Air Force Technical
Order (TO) 35E1-2-13-1, which is referenced in SOW Section 1.0. A public link to this TO is provided within the SOW text.
Q5: Many AFTFs throughout USAF have bypassed cathodic protection systems in recent years. Can the government include any more details about the cathodic protection system, if it is even still in use?
A5: Following a recent physical site inspection, the Government has verified that there is no cathodic protection system installed on this system. Consequently, all requirements, inspections, and references related to cathodic protection have been deleted and struck through in the SOW via this amendment.
Offerors do not need to price or account for cathodic protection maintenance.
Q6: Section 1.3.2 of the SOW requires an evaluation of the structural integrity of the live fire training structure by a licensed professional engineer at every site visit. NFPA only requires the full comprehensive report by a licensed structural engineer to be done every 5 years for non-gas fired, and every 10-years for gas-fired. Does Fairchild AFB wish to go beyond NFPA requirements and complete the comprehensive inspection every year?
A6: The structural integrity evaluation by a licensed professional engineer is not required at every site visit. It is a one-time requirement to be completed during the contract's Base Year of performance.
Section 1.3.2 of the SOW has been updated to clarify this frequency.
Amendment 0001 Page 3
Q7: What is the purpose of the Summer Inspection? The NFPA and TO as well as paragraph 1.2.2.1,
1.2.2.2 & 1.2.2.3 all refer to a “semiannual report”. Typically, the inspections are conducted in conjunction with the winterization and/or dewinterization. The AHJ of course can add a tri annual inspections above those required. Is there a specific concern for this AHJ to require a third non-required inspection?
A7: Due to the extremely high training volume and operational usage of the trainers following spring de-winterization, the local Authority Having Jurisdiction (AHJ) has mandated a third, mid-summer inspection. The contractor must perform the same inspection checklist items outlined in the TO 35E1-2-
13-1 semi-annual report for this mid-summer check.
Q8: SOW Line 1.2.2.3 Summer Inspection (Complete approximately 90 days after de-winterization activities) After reviewing the TO 35E1-2-13-1-2015 the most current TO in the Air Force Library and it clearly does not identify a third “summer inspection”. The “TO” DOES clearly state that inspections/repairs shall be completed during the winterization and de-winterization process. (Reference
WP006 Section 3 Semi-Annual System Safety Inspection and Operational Checks) Is there a specific concern for this AHJ to require a third non-required inspection?
A8: See the response to Q7. The SOW has been edited to clarify that the summer inspection utilizes the standard TO 35E1-2-13-1 semi-annual inspection criteria, but is executed as a third, AHJ-mandated summer event to ensure safety and system reliability during peak training months.
Q9: Can you clarify what the SPRS is in the evaluation criteria. Is that the Supplier Performance Risk
System (SPRS) which has a score for NIST 800-171 assessment?
A9: Yes, SPRS refers to the Supplier Performance Risk System. As detailed in provision R-DFARS
252.204-7024, SPRS will be considered during evaluation. However, the NIST SP 800-171 assessment score is not an evaluation factor for this service acquisition.
Q10: Anchor Point and Rappelling System Inspection: the Anchorages shall be inspected annually by a qualified person. Anchors shall be load tested and re-certified at periods not to exceed five years, or whenever re-roofing or renovating occurs.
• NFPA 1403 does not address inspections for Anchor Point and Rappelling System inspections.
There is a reference to this in NFPA 1402
• Is the rappelling system built as part of the live-fire class B structural trainer?
A10: Yes, the anchor points are permanently installed on the roof of the SFTF. Annual visual inspections are required. Load testing/re-certification (not to exceed 5 years)(next required certification
September 2030) must be conducted in accordance with NFPA 1402, OSHA, and IWCA I-14.1 standards as outlined in Section 1.3.2 of the SOW.
Q11: Why is command specifying a licensed engineer to perform inspections? (Ref. SOW 1.3.2 Gas
Fired Structural Training Facility (SFTF) Inspection
• NFPA 1403 6.2.6.1 states “if structural defects are found, such as cracks, rust, spalls, or warps, the owner or AHJ shall have a follow-up evaluation by a licensed engineer with live-fire training structure experience.”
• NFPA 1403 6.2.7 states, “The structural integrity of the live-fire training structure shall be evaluated and documented by a licensed engineer with live-fire training structure experience, or
Amendment 0001 Page 4 another competent professional as determined by the AHJ, at least once every 10 years or more frequently if required by the evaluator.”
• NFPA 1403 7.2.5.1 & 7.2.6 repeat the language from 6.2.6.1 & 6.2.7
A11: See the response to Q6. Since there is no record of a structural integrity survey ever being accomplished on the 20+ year-old facility, a baseline professional engineering evaluation is required. It is a one-time base year requirement.
2. Revised Statement of Work
a. Attachment 1: Statement of Work is hereby replaced with Attachment 1: Statement of Work
(REV1). Attachment 1: Statement of Work (REV1) supersedes and replaces all previous versions of the Statement of Works.
3. RFQ Due Date Extension
a. The RFQ due date/time 14 August 2026 / 10:00 AM PT is hereby extended to 18 August 2026 /
