About this opportunity
The Department of the Air Force Air Education and Training Command seeks a firm-fixed-price contractor to perform quarterly cleaning and maintenance of an 84-point Combat Arms Tactical Marksmanship (CATM) firing range at Maxwell Air Force Base, Alabama, with quotes due October 28 and a mandatory site visit scheduled for October 22. The procurement is a 100 percent small business set-aside under NAICS 562910 (Remediation Services), size standard $25 million.
Place of performance is Maxwell AFB, AL 36112. The base year runs November 10, 2026, through November 9, 2027, with one optional one-year extension. Work includes quarterly debris removal from two Savage Range Systems Model 800D bullet traps with augers, full HEPA vacuuming of all firing positions, quarterly pressure washing of concrete floors, D-Lead wipe-downs of touched surfaces, cleaning around the air handling unit exterior, and maintenance of one SpeedAire air compressor (Model 35WC63) and two dust collection units (Southern Air and Filtration Inc.). The contractor must coordinate waste management with the Maxwell Environmental Office and collect all lead and copper dust, used filters, and PPE into U.N.-rated steel drums with proper labeling.
All contractor personnel must hold current HAZWOPER certification per 29 CFR 1910.120. Quoters must be registered and active in SAM at submission time. Evaluation applies a two-step process: technical acceptability (pass/fail) based on detailed specifications, waste management procedures, and personnel qualifications, followed by price selection for technically acceptable offers. Quotes must remain firm for 30 calendar days from the receipt deadline. Payment will be made via WAWF using Invoice 2in1 document type, with routing to DoDAAC F2X3B2.
Notice text
1. The quoter must submit a dated quote with unit prices and extended prices in response to this solicitation. To ensure timely and equitable evaluation of quotes, quoters must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this Request for Quotes (RFQ). Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The government intends to award as a single firm-fixed price contract.
2. Quoter agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers. RFQ or modification of quote received at the address specified for the receipt of offers after the exact time specified for receipt of offers will be considered late and handled in accordance with RFO 52.212-1(f). Multiple offers will not be accepted under this RFQ nor will multiple awards be considered.
3. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. If at any time during this competition the contracting officer determines that adequate price competition no longer exists; quoter(s) may be required to submit information to the extent necessary for the contracting officer to determine the reasonableness of the price.
4. SITE VISIT: A site visit is scheduled for October 22nd, 2026, at 12:30 pm, Central Daylight Time (CDT). Offerors should be at the Maxwell Blvd Gate, Visitor's Center at Maxwell AFB, AL at 12:00 PM CDT to receive a visitor's pass. Please provide a list of all attendees and ensure they have their STAR driver's license, proof of vehicle insurance, and vehicle registration. All attendees' names will need to be submitted by October 21st, 2026, at 12:00 pm CDT. In addition to the attendee's name (as reflected on their driver's license), include title and a telephone number for each individual. Submit the requested information to A1C Jonathan Cheslo at jonathan.cheslo@us.af.mil. Offerors are encouraged to visit the site and take steps as may be reasonably necessary to ascertain the nature and location of work and the general and local conditions that can affect the work or cost thereof. Failure to do so will not relieve offerors from the responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government will assume no responsibility for any understanding or representation concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the RFQ, the specification or related documents.
