About this file
Summary
This is a Questions and Answers (Q&A) document for a federal contract solicitation regarding quarterly cleaning and maintenance services for an 84-point indoor firing range at Maxwell Air Force Base. The document addresses vendor inquiries across multiple service categories including personnel qualifications, hazardous waste management, and operational procedures.
Personnel and Hazardous Materials Requirements: All assigned personnel handling hazardous materials must possess current 40-hour HAZWOPER certifications under 29 CFR 1910.120, with certificates submitted at the time of quotation submission—not before the first service visit. Alternative certifications such as lead abatement or Alabama SafeState lead certifications are not acceptable. An Alabama lead license is not required. Hazardous Waste Management: The Maxwell Environmental Office assumes full responsibility for manifesting, transportation, and disposal of generated hazardous wastes. Contractors must collect and package hazardous waste in UN-rated steel drums and bulk bags, with used filters placed in UN-rated bulk bags and dust/debris collected in UN-rated steel drums. An EPA Generator ID and Alabama lead license are not required from the contractor. Operational Parameters: The Government provides water for quarterly pressure washing. HEPA vacuuming of the range floor must precede pressure washing to remove munition constituents before rinsing into drains. DCU filter replacement occurs every service visit at 4 filters per bay, with an estimated 3 drums of waste per quarterly visit. The facility experiences approximately 15,000 rounds fired monthly. Cleaning requires 3-4 personnel over 3 days per quarterly service. Trough maintenance and auger cleaning occur annually. Lead testing results range from 29–150 mg/L (TCLP) in filter housing and traps.

Questions:
HAZWOPER:
Q: Will the Government accept current HAZWOPER certificates for all assigned personnel submitted before the first quarterly service visit, with the quote naming those personnel and their scheduled training dates? Or must the certificates be in hand at the quote deadline?
A: Yes, certifications must be in hand at quote deadline, per Solicitation Instructions to Vendors pg14 para 5 d.
Q: Would an abatement contractor's lead abatement certification and Alabama SafeState lead certification be acceptable in place of HAZWOPER certification?
A: No
Q: Which HAZWOPER training level is required: 40-hour, 24-hour, or 8-hour refresher?
A:40 Hour
Q: The solicitation requires personnel handling hazardous materials to possess current HAZWOPER certifications under 29 CFR 1910.120, with certifications submitted as part of the quotation.
Could you please clarify:
• Whether current HAZWOPER certifications must be submitted with the initial quotation or may be provided before the first service visit.
A: HAZWOPER Certifications must be submitted at time of quote per Solicitation Instructions to Vendors pg14 para 5 d.
• The specific level of HAZWOPER training required for personnel performing the cleaning and maintenance services.
Q: The solicitation requires HAZWOPER certifications with the quotation. Would the Government accept personnel who complete the necessary certification before performance begins, or must current certificates accompany the initial quotation? Please also confirm the required level of HAZWOPER training.
A: HAZWOPER Certifications must be submitted at time of quote per Solicitation Instructions to Vendors pg14 para 5 d.
Hazardous Waste:
Q: The Statement of Work requires the contractor to collect and package hazardous waste in properly labeled UN-rated steel drums and coordinate with the Maxwell Environmental Office for final inspection and processing.
Could you please confirm whether the government will assume responsibility for transportation and final disposal of the containerized waste after inspection, or whether the contractor must include these services in its quotation?
A: confirmed the Government will assume responsibility. Coordination is done by the 42 SFS.
Preference is to place used filters into UN-rated bulk bags. UR-rated steel drums to be used for collected dust/debris from range cleaning
Q: After the contractor collects and packages hazardous waste in UN-rated steel drums and coordinates inspection with the Maxwell Environmental Office, will the Government assume responsibility for transportation and final disposal, or should those costs be included in our quotation?
A: Coordination is done by the 42 SFS and yes, the Government assumes responsibility for transportation and final disposal
Do we need an AL Lead License?
A: No
Q: EPA Generator ID. SOW 2.2.3 assigns waste management to the contractor, but under 40 CFR 262 the facility that produces the lead and copper dust (the range) is the hazardous waste generator. Please provide the EPA ID# the Air Force uses for CATM waste at Maxwell AFB or confirm the ID the contractor should reference on the uniform hazardous waste manifest.
A: Maxwell Environmental Office will take care of manifesting and disposal of generated hazardous wastes.
Q: Manifest signatory. Please confirm the Air Force signs the uniform hazardous waste manifest as generator (block 15) and that the contractor's role is transporter/arranger. If the Air Force intends for the contractor to sign as generator, please confirm in writing.
A: Maxwell Environmental Office will take care of manifesting, transport and disposal of generated hazardous wastes.
Q: For the two most recent full performance periods, please provide: pounds of lead/copper dust collected per quarterly service, number and size of DOT drums shipped per year, and used-filter weight per service. These figures drive disposal pricing.
A: Not required due to the Maxwell Environmental Office taking care of manifesting, transport and disposal of generated hazardous wastes.
Wastewater:
Q: Will the Government provide water for the quarterly pressure washing, or must the contractor arrange its own water supply?
A: Government provided. We have water supply.
Q: Does the wastewater entering the floor grates drain into a government-managed sump, or is the contractor responsible for collecting and disposing of it?
A: . Pressure washing with water should be the last step in the cleaning process. HEPA vacuuming of the range floor must be performed to remove munition constituents before rinsing floor into drains.
Q: Replacement filter cadence. SOW 2.2.2.3 lists the Nanofiber Pro Tura cartridge as replacement spec. Please confirm whether offerors should price full DCU filter replacement every service, every other service, or on condition only?
A: Every service
Q: Range usage. Please provide average rounds fired per month at the 84-point range so offerors can validate HEPA/D-Lead labor and PPE loading.
A:15,000 on average
Q: The site visit was held Oct 22. For offerors who were unable to attend, can the Government provide interior photos of the firing line, bullet traps, DCU room, and compressor room, along with any available range dimensions and the location of the designated hazardous waste accumulation point?
A: I will attach separately.
Q: Could you please confirm the location of the maintenance access points for the two Savage 800D bullet-trap auger systems?
A: both ends of each auger shaft.
Q: If the auger stops working, how do we work on this as part of the contract?
A: Auger maintenance is not a part of the request.
Q: How often will the troughs need to be dropped and provide any type of grease?
A: Annually
Q: Is the auger to be cleaned on a quarterly basis or annual?
A: Annual
Q: Has Base Environmental done any testing in filter housing and traps? Lead Reading?
A:Yes 29 – 150 mg/L (TCLP)
How many filters per bay?
A:4
Q: An estimate of how many drums per visit?
A:3
Q: How many people are usually needed to clean? How much time is provided for each quarterly cleaning?
A:3-4 personnel, 3 days of cleaning
