About this opportunity
The U.S. Department of Justice Bureau of Prisons at Federal Correctional Institution Leavenworth is soliciting weekly deliveries of fresh bread products, including 151,500 loaves of bread, 60,000 hamburger buns, and 36,000 hot dog buns, for the second quarter of fiscal year 2026. This firm fixed-price contract will be evaluated using a lowest price technically acceptable methodology, with vendors required to submit detailed quotes in spreadsheet format specifying per-unit pricing, packaging specifications, and delivery preferences. Contractors must be registered in the System for Award Management (SAM) with active status and must comply with strict privacy and data protection requirements. The solicitation allows vendors to propose either weekly or biweekly delivery schedules, with preference given to options that generate cost savings for the government. All quotes must be submitted to Contract Specialist Kathleen Wood at kwood1@bop.gov by November 24, 2025, at 7:00 am Central time, with orders subsequently provided by Tuesday close of business for delivery the following week.
This solicitation is designated as a Total Small Business set-aside under NAICS codes 311812 (Commercial Bakeries) and 311999. The contract performance period runs from January 1, 2026, through March 31, 2026, with all deliveries required to be made to the FCI Leavenworth facility in Leavenworth, Kansas. Product must be delivered within 48 hours of baking in temperature-controlled vehicles maintained at 34-41 degrees Fahrenheit and must comply with BOP National Menu Specifications. Warehouse acceptance is available Monday through Friday from 7:00 am to 2:00 pm, and vendors must return signed award documents within two days of receipt. Failure to meet delivery schedules or product specifications may negatively impact future contract opportunities with the agency.
