About this opportunity

The National Park Service Intermountain Region seeks full-spectrum hazardous tree maintenance services at Rock Creek Park in Washington, DC, with proposals due June 8, 2026. The procurement is set aside for Women-Owned Small Businesses and is conducted as an RFQ under FAR Part 12 commercial procedures.

Place of performance is Rock Creek Park, Washington, DC (3,545 Williamsburg Lane NW, Washington, DC 20008), covering approximately 3,000 acres. The contract runs from June 26, 2026, to June 25, 2027, firm fixed-price, with a mandatory site visit on May 22, 2026, at 0900 EDT at the park's maintenance yard.

Offerors must demonstrate a minimum of five years of direct experience in full-spectrum tree services, including complex tree removal, tree trimming, and log hauling. The assigned arborist must hold current ISA Certified Arborist certification. Work requires five eight-hour workdays per month minimum, Monday through Friday, 6:00 a.m. to 3:30 p.m., with one chip truck, one bucket truck, one log truck, two climbers, two ground workers, and crane or tracked aerial lift equipment as needed. All personnel must be equipped with ANSI and OSHA-compliant safety equipment. The contractor must provide an on-site supervisor fluent in English within two weeks of award and assume responsibility for permits, traffic coordination with U.S. Park Police and DC Department of Transportation, property protection, ground restoration, and daily site cleanup.

Scope includes two line items: full-spectrum tree maintenance services at a specified daily rate for 60 days, and removal of stockpiled logs on a lump-sum basis. Evaluation weighs price reasonableness, technical capability, and past performance approximately equally. Offerors must submit signed SF 1449, capabilities statement with equipment manifest, resumes with current ISA Certified Arborist certification, and three past performance references from the last five years on the Government FACTS Sheet. NAICS code is 561730 (tree services); PSC is F014 (Natural Resources/Conservation—Tree Thinning). Service Contract Act prevailing wage rates apply (Revision 37, effective May 14, 2026). Contracting Officer is Brian Dankmeyer at brian_dankmeyer@ios.doi.gov. Amendment 0002, issued May 18, updates SCA wage determinations; offerors must acknowledge all amendments prior to submission.
