About this opportunity

The Department of the Navy Naval Facilities Engineering Command (NAVFAC) is seeking a design-bid-build contract for electrical, civil, and structural upgrades to the Pier D shore power connections at Naval Base Kitsap in Bremerton, Washington. The procurement will utilize a full and open competition approach with a tradeoff source selection process as described in FAR 15.101-1(c), where technical and price factors will be evaluated. The Request for Proposal (RFP) is scheduled to be issued on approximately February 3, 2025, with Phase I proposals due by March 3, 2025, and an estimated award in the 4th Quarter of FY2025. Contractors must be registered in the System for Award Management (SAM) and will submit proposals electronically through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Prospective offerors will be assessed using technical and price evaluation criteria that will be detailed in the forthcoming solicitation.

The contract is classified under NAICS code 237130 (Power and Communication Line and Related Structures Construction) with a small business size standard of $45 million. Large businesses will be required to submit an acceptable small business subcontracting plan as part of their proposal. The project has an estimated value between $100 million and $250 million and will have a performance period of approximately 2,000 days after contract award. While a Sources Sought Notice was previously published to identify potential small business participants, market research indicated insufficient small business capability, leading to an unrestricted competition approach. The procurement is subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements, and will result in the award of one contract to the most advantageous offeror based on the tradeoff selection process.
