About this file
This is a pre-solicitation notice for a design-bid-build contract to upgrade Pier D east and west shore power connections at Naval Base Kitsap in Bremerton, Washington. The Naval Facilities Engineering Command (NAVFAC) project includes electrical, civil, and structural work with an estimated value between $100-250 million and a performance period of approximately 2,000 days after award.
The RFP will be issued around February 3, 2025, with Phase I proposals due March 3, 2025, and award expected in Q4 FY2025. This is an unrestricted competition using FAR 15.101-1(c) tradeoff source selection procedures. The NAICS code is 237130 with a $45 million size standard. Large businesses must submit small business subcontracting plans. The solicitation will be available electronically through the PIEE system at wawf.eb.mil, with no hard copies provided. Though a Sources Sought notice was published, market research indicated insufficient small business participation to restrict the competition. Both the NAVFAC Small Business Deputy and SBA PCR approved proceeding as full and open competition.
