About this opportunity

The United States Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) is seeking multiple firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contracts for aerial insecticide treatments targeting grasshopper and Mormon cricket populations across Nevada, Oregon, Wyoming, Colorado, and Utah. The primary objective is to reduce pest populations when treatment levels are reached, with contractors required to provide all labor, equipment, supervision, transportation, and supplies necessary for pesticide application. Contractors must submit detailed technical capabilities, including aircraft information, pilot qualifications, and EPA certifications, with quotes due by 1:00 PM CT on April 4, 2025. Evaluation criteria will focus on price, past performance, and technical capability, with quotes to be submitted via email to Kim Yen Tu. All questions must be submitted in writing no later than three days prior to the response deadline to allow time for potential solicitation amendments.

The solicitation is set aside as 100% for small businesses, with the potential for multiple awards per state and a contract performance period from May 1, 2025, to April 30, 2027. Treatment areas will be geographically specific within each state, with some regions marked as having higher probabilities of required interventions. Contractors may submit quotes for multiple states and are encouraged to provide comprehensive proposals covering all regions they can effectively service. Estimated chemical usage will range from 1 to 200 gallons per region, depending on projected pest population needs. The place of performance covers rangeland areas within the specified states, with treatments to be conducted between May and August on an as-needed basis. While the exact award value is not explicitly stated, the contract allows for flexible task order issuance based on actual treatment requirements in each state.

The USDA, Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine Services (PPQ), Grasshopper and Mormon Cricket (GHMC) Suppression Program intends to establish multiple awards, firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contracts as a result of this solicitation posting for Grasshopper and Mormon Cricket insecticide spraying on an as needed basis. The objective is to reduce the grasshopper and Mormon Cricket population in each of the states if GHMC populations reach treatment levels.

The contractor is required to provide all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary for applying pesticides. Not all states will experience GHMC populations levels that will require treatment on an annual basis. There maybe years where no treatment will be needed for a state. USDA APHIS PPQ intends to issue at least one or multiple IDIQ contracts for each of the state listed below, however the Government reserves the right to award as many IDIQ contracts as it deems fit.
