About this opportunity

The Naval Sea Systems Command (NAVSEA) is releasing a draft Request for Proposal (RFP) for Aegis Ship Integration and Test (SI&T) services, which will cover combat system equipment testing and troubleshooting for new construction and in-service Aegis Destroyers (DDG 51 Class) and Cruisers (CG 47 Class). The contract scope also includes support for allied navy ships under Foreign Military Sales programs, Aegis land-based tactical sites, and Ballistic Missile Defense capability upgrades. Evaluation criteria will include Technical Approach, Sample Problems, Management Approach, Past Performance, and Total Evaluated Cost/Price, with the first four factors being significantly more important than price. Industry is invited to submit feedback and questions using the Bidders Question Submittal Form within 30 days of the draft RFP posting, which occurred on June 27, 2024. To access the Bidder's Library, potential offerors must submit an executed DD 2345 Military Critical Technical Data Agreement and a Terms of Use Agreement.

This is a follow-on competition to the previous contract N00024-15-C-5151, which was competitively awarded in September 2015. The contract is not set aside for any specific small business category and is open to all qualified contractors. While specific award values were not detailed in the pre-solicitation notice, the contract is planned to cover fiscal years 2025-2034, suggesting a potential multi-year engagement with significant scope. The procurement falls under NAICS Category 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, and PSC Category 1260 for Fire Control Designating and Indicating Equipment. The government intends to make the final Request for Proposal available after incorporating industry feedback, with a current due date of January 31, 2025.
