About this file

This document is a draft Request for Proposal (RFP) for the Naval Sea Systems Command (NAVSEA) Aegis Ship Integration and Test (SI&T) contract. The Aegis SI&T contract will provide combat system equipment testing and troubleshooting for new construction and in-service Aegis Destroyers and Cruisers, as well as support for allied navy ships under Foreign Military Sales (FMS) programs, Aegis land-based tactical sites, and Ballistic Missile Defense (BMD) capability upgrades.

The draft RFP provides details on the required scope of work, including program management, engineering and technical support, ship availability engineering and liaison support, combat system ship/site integration and testing, and other direct costs. It describes specific tasks such as developing technical data packages, conducting feasibility studies, providing system engineering and lifecycle engineering, and executing ship and site testing. The draft RFP includes information on contract line items, deliverables, and applicable standards and regulations. The government is seeking industry feedback on the draft RFP within 30 days. Interested parties must submit a DD 2345 form and a Terms of Use Agreement to access the Bidder's Library for additional information.

Development and execution of the Aegis Combat System Ship Test Program to include Post Delivery Test and Trials (PDT&T), and post-delivery engineering support for Aegis new construction and modernization programs;

Personnel, program management, planning, training, and other efforts required to effectively support the execution of the Aegis Combat System testing of Chief of Naval Operations (CNO) availabilities;

Development/review of contract design drawings, Installation Control Drawings (ICDs), and supporting documentation;

Engineering analysis, configuration management, studies, and Combat Systems Installation Technical Data Package (TDP) development for new and modernized combat systems;

Develop Combat System Ship Interface Criteria (COMSSIC) data package, Configuration Definition Document (CDD) for Foreign Military Sales (FMS) users;

Provide electronic data transfer support for System Test and Analysis Equipment (STAE) facility and facility management.

PROGRAM DESCRIPTION

Aegis SI&T is the management of the physical design, installation, test, and maintenance, from concept development throughout a ship’s lifecycle of warfare systems and ship’s systems to build and maintain war ready ships. The Program’s mission is to be the central focus for warfare systems ship integration for the purpose of delivering and maintaining war ready ships. The Program develops disciplined SI&T engineering processes and maintains configuration control of the Combat System throughout each ship’s life cycle. SI&T maintains a structured process for integrated testing of complex Combat Systems and executes the CNO Sea Enterprise solution for SI&T.

The primary focus of this contract will be to integrate Combat System Elements into Aegis new construction surface combatant ship classes and In-Service surface combatant ships undergoing modernization, overhaul and upgrade. The Contractor shall be responsible for the activation, test, troubleshoot and repair, and delivery of a fully integrated and ready combat system at the end of a ship’s availability or delivery, in the case of new construction. The contractor shall deliver, at the end of the test program, a warship fully capable in the following warfare areas dependent on ship mission:

· Air Warfare (AW)

· Anti-Submarine Warfare (ASW)

· Anti-Surface Warfare (ASUW)

· Ballistic Missile Defense (BMD)/Integrated Air and Missile Defense (IAMD)

· Strike Warfare (STW)

· Command, Control, & Communication (CCC)

The Contractor shall perform studies, investigations, and resolve in- service and new construction issues related to the integration of Aegis Combat Systems and their components, and manage the lifecycle engineering for SI&T including areas of topside design, cabling, power, cooling, human systems integration, alignment, shipboard test planning, test plan development, and execution, and environmental qualifications.
