The solicitation requires a contractor to coordinate with performing artists, provide technical equipment, personnel, and transportation for concert production, and work closely with the AFE Technical Director to ensure all production requirements are met. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation method, with quotes due by 5:00 PM CST on May 8, 2025. Potential contractors must demonstrate the ability to provide a 16-person production team with professional expertise in concert production, capable of passing military base security requirements and handling complex technical staging needs. Questions regarding the solicitation must be submitted by May 5, 2025, and quotes must remain valid for a minimum of 45 days.
The contract opportunity is not set aside for any specific business category and will cover three festival series: Rock Fest, Freedom Fest, and Summer Fest across bases in Louisiana, Mississippi, Florida, Georgia, South Carolina, Texas, New Mexico, and Oklahoma. The primary place of performance will be San Antonio, TX, with concerts scheduled at locations including Barksdale, Keesler, Eglin, Tyndall, Moody, Joint Base Charleston, Laughlin, Goodfellow, Cannon, Kirkland, Sheppard, and Altus Air Force Bases. The contractor will be required to provide two identical 60' x 40' stages, comprehensive technical equipment including audio, video, lighting, and backline systems, and handle all logistical aspects of concert production. Payment will be processed via NAF Purchase Card (Visa) within 30 days of invoice receipt, and the Services Contract Labor Standards Act will apply to the procurement. The contract aims to boost military personnel morale through a structured entertainment program with specific technical and performance requirements.
