About this opportunity

The Department of the Air Force Air Mobility Command is seeking a contractor for FY25 Airfield Pavement Preventive Maintenance at Dover Air Force Base. The solicitation (FA449725R0016) requires comprehensive airfield infrastructure work, including crack sealing 30,000 linear feet of asphalt pavement, installing 4,146 linear feet of preformed elastomeric joint seal, repairing manhole structures, excavating as needed, and repairing 1,000 square feet of concrete spalls. The government will evaluate proposals using a competitive, subjective best-value trade-off source selection process, with technical capability and past performance weighted significantly higher than price. Contractors must provide three past performance surveys, with at least one project completed within the last four years on a large Department of Defense or civil airfield. Proposals are due by June 18, 2025, at 2:00 PM, with a complete performance period of 365 calendar days.

The contract is a 100% small business set-aside with a firm fixed price for the maintenance services. The place of performance is Dover, Delaware, and the work involves precise pavement maintenance and restoration tasks using FAA Mix with PG 76-22 binder. While no specific award value is mentioned in the documents, the project includes up to 5 tons of FAA Mix and requires contractors to reseed areas disturbed by earthwork. The procurement falls under NAICS Category 237310 (Highway, Street, and Bridge Construction) and PSC Category Z2LB (Repair or Alteration of Highways/Roads/Streets/Bridges/Railways). Contractors must adhere to strict security protocols, including criminal background investigations, badge policies, and mandatory antiterrorism awareness training, recognizing that the airfield will remain active during repairs.
