About this opportunity
The Mission and Installation Contracting Command (MICC) Fort Drum is seeking to establish a multi-award Blanket Purchase Agreement (BPA) for Ground Maintenance/Snow and Ice Removal Services covering fiscal years 2025-2030. The services encompass comprehensive grounds maintenance including mowing, trimming, leaf and debris removal, tree and shrub maintenance, fertilization, and landscaping across Fort Drum's facilities, as well as critical snow and ice removal operations for roads, parking areas, sidewalks, and roofs when accumulations reach 2 inches. Contractors must provide all personnel, equipment, supplies, and materials necessary to perform pavement clearance services including street sweeping and deicing operations while maintaining compliance with environmental regulations and safety standards. Interested parties must submit their capability statements and company information electronically by July 31, 2025, including their UEI number, CAGE code, tax ID, contact information, and small business certifications. This pre-solicitation notice is purely informational and does not constitute a request for quotes, with no evaluation criteria specified as the government is not currently accepting proposals.
This procurement is designated as a 100% Total Small Business Set-Aside under NAICS Code 561730 (Landscaping Services) with a small business size standard of $9.5 million in average annual revenue. The contract structure includes a base year with four 12-month option years, creating a potential five-year performance period from 2025 through 2030. Fort Drum encompasses approximately 107,265 acres and serves a population of over 15,000 military service members plus 3,700 government and contractor personnel, indicating the substantial scope of grounds maintenance required. No incumbent contractors or specific award values are mentioned in the notice, though the firm-fixed-price structure suggests predetermined pricing for defined service levels. The BPA format allows for multiple small business contractors to compete for individual task orders throughout the contract period, providing flexibility for the government while ensuring small business participation in this significant installation support requirement.
