Description

The 92d Contracting Squadron will be soliciting (limited to Small Businesses) for a competitive, multi-discipline Architect-Engineer (A-E) services for design and other supporting services at Fairchild AFB, Washington in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36.  The intent is to select two Architect-Engineer firm from this solicitation. Services will be required for architectural, electrical, mechanical, civil, landscaping, and structural engineering. Some asbestos, lead paint and other environmental studies may be required.  The A-E will be required to prepare plans/drawings, specifications, design analysis, and cost/time estimates as required for a variety of maintenance, repair, alteration, new and minor construction projects.  The A-E may be required to provide construction management support services and/or various types of services such as investigations, verification of existing underground utility locations, inspections, studies, and reports as related to project designs and studies, including hazardous, toxic, and radioactive materials.  Projects may range from interior and exterior renovations of mission, base and community support facilities to military family housing renovations and upgrades to utility infrastructure systems.  Services may also include preparation of design build request for proposal documents or preparation of environmental planning documents that outline process, procedural and regulatory responsibilities for FAFB personnel/organizations and contractors. Contractors will provide all management, labor, material, transportation and supervision to accomplish all projects. The type of projects that contractors can expect include (but are not limited to) the following: providing A-E design drawing plans for various project types (i.e. airfield, buildings, pavement, water towers, boilers, site surveys, studies, hazardous waste removal, remediation such as lead paint, asbestos, etc.), design charrettes and Title II/Programing services.  Contractors can also expect to provide cost estimates, analyses, reports and technical specifications for delivery of design-bid-build or design-build construction projects.  Projects may require specialized experience in energy conservation, pollution prevention, waste reduction, anti-terrorism force protection, the use of recovered materials and Leadership in Energy and Environmental Design (LEED) experience and certification.Services required under this contract are not considered mission essential.

 

Submissions received in response to this notice will be evaluated by a board of professional engineers, architects, and others in accordance with FAR Part 36.6 with the following selection criteria. The selection criteria are listed in descending order of importance.

(1) Professional qualifications necessary for satisfactory performance of required services.  The Government's evaluation of professional qualifications will consider education, relevant experience, longevity with the firm, training, certifications, registrations, and experience using (but not limited to) the following disciplines:

Electrical Engineer, Electrical Designer, Mechanical Engineer, Mechanical Designer, Architect, Architect Designer, CADD Drafter, Landscape Architect, Structural Engineer, Structural Designer, Geotechnical Engineer, Geotechnical Technician, Civil Engineer, Civil Technician, Environmental Engineer, Environmental Technician, Fire Protection Engineer, Fire Protection Designer, Interior Designer, Estimator, Spec Writer, Survey Crew, Construction Inspector. (2)

(2) Specialized experience and technical competence in the type of work required. The Government's evaluation of specialized experience and technical competence will consider experience diversity in design of projects involving dormitories, lodging, aircraft facilities, fuels containment and storage, airfields, recreational facilities, dining facilities, childcare facilities and classified processing facilities (i.e. Secure Compartmentalized Information Facility); MII Micro-Computer Aided Cost Estimating System (MCACES); anti-terrorism force protection and LEED certification (energy conservation, pollution prevention, waste reduction and the use of recovered materials).;

(3) Past performance.  The Government's evaluation of past performance will consider the offeror's recent and relevant past performance on contracts with government agencies and private industry in terms of experience with cost control, quality of work, compliance with performance schedules and percentages of work completed by the prime contractor for basic disciplines as listed above in Factor #1

4) Geographic proximity.  For the prime contractor, as well as Structural, Civil, Mechanical, Electrical and Architectural personnel, the Government's evaluation of geographic proximity will consider the firms' physical location and knowledge of the locality (Fairchild AFB), provided that application of this criterion leaves an appropriate number of qualified firms.

(5) Capacity to accomplish work in the required amount of time.  The Government's evaluation of the offeror's capacity to accomplish work in the required amount of time will be derived from proposal submission document Standard Form (SF) 330, " Architect-Engineer Qualifications" and past performance information that is stored in government databases (e.g., Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS). (6) Implementation of a Design Quality Control Program. The Government's evaluation of the implementation of a Design Quality Control Program will be derived from proposal submission document Standard Form (SF) 330, " Architect-Engineer Qualifications" and past performance information that is stored in government databases (e.g., Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS). (7) Program Management process/plan for handling projects at Fairchild AFB. The Government's evaluation of the implementation of a Design Quality Control Program will be derived from proposal submission document Standard Form (SF) 330, " Architect-Engineer Qualifications" and past performance information that is stored in government databases (e.g., Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS). Qualified firms desiring consideration shall submit 1 electronic copy on DVD of the following: Standard Form (SF) 330, Part 1 and Part 2- Architect-Engineer Qualifications. An SF 330 is also required for each consultant or joint firm. File names should emulate the requirements in the selection criteria. Submissions are due no later than 3:00 PM PST (Local) on 20 July 2018 to the Contracting Office address noted above. Fax submissions are not acceptable. Nonresponsive submissions will not be considered by the A-E selection board. Text for each applicant is limited to 50 pages each, exclusive of indexing tabs, project photos or drawings with brief captions. Attachment 1, SF-330 part I&II is also available on the GSA website https://www.gsa.gov/forms-library/architect-engineer-qualifications . All firms interested in responding to this announcement should register with the System for Award Management (SAM) at http://www.sam.gov. CONTRACT INFORMATION: Multi-discipline Architect-Engineering design services for Fairchild AFB, Washington procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36.  The Government anticipates award of two Open Ended Multidiscipline Architect-Engineering Indefinite Delivery Indefinite Quantity contract resulting from this notice.  The anticipated performance period will be a base period of one year with four option years. Cumulative amount of awards will not exceed $9,500,000 over the life of both contracts combined.  Work will be issued by negotiated firm-fixed-price task orders. Task orders will be issued from time to time, as the need arises, during the contract period.  Individual task order values may range from a minimum of $2000.00 to a maximum of $2,000,000.00. Should the incumbent A&E contractor's option not be exercised, or if termination of contract(s) occurs, the process for selecting replacement contracts shall follow the same process and procedures as used in selecting and awarding the basic A&E award. The Government reserves the right to evaluate submissions from the initial list.  The contract is anticipated to be awarded in August 2018.  The North American Industry Classification Code (NAICS) is 541310 Architectural Services and 541330 - Engineering Services.  The size standard is: $7.5 million for Architectural and $15 million for Engineering Serrvices.  This announcement is set-aside to all Small Businesses.
