About this opportunity
The Department of the Interior Bureau of Indian Affairs Southern Plains Region is seeking archaeological survey services across multiple tracts in Oklahoma, with quotations due August 12, 2026. This procurement is set aside 100 percent for Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act, requiring offerors to submit a completed Indian Economic Enterprise Representation Form (DIAR 1452.280-4) or face disqualification.
The survey encompasses 1,907.29 acres across two contract line items: White Antelope (734 acres in Canadian County) and nine additional tracts totaling 1,173.29 acres across Kingfisher, Canadian, Blaine, Caddo, and Pawnee counties. Work is performed entirely in Oklahoma. The period of performance runs August 15, 2026 to February 15, 2027. The contracting office issued Amendment 0001 on August 3, 2026, incorporating Questions and Answers clarifications and revising reporting requirements from one overall report to separate reports for each line item. Acknowledgment of this amendment is mandatory for offer acceptance.
The principal investigator and field crew supervisor must meet Secretary of Interior Professional Qualification standards with a minimum Master's degree in archaeology, one year of full-time professional experience, one year of supervised field and analytic experience in North American archaeology, and one year of field experience in the Plains and Northeastern Oklahoma region. Work requires an ARPA Permit obtained within 14 calendar days of contract signing, prior coordination with the Southern Plains Regional Archeologist, Tribal Historic Preservation Offices, and Tribal Leaders, and pedestrian survey with shovel tests excavated to 60 centimeters depth along transects spaced no farther than 30 meters apart.
The NAICS code is 541720 (Research and Development in the Social Sciences and Humanities) with a $28 million small business size standard. The PSC code is B503 (Special Studies/Analysis—Archeological/Paleontological). Payment is structured at 60 percent upon satisfactory report submission and 40 percent upon acceptance by all consulting parties. Evaluation weights technical capability and methodology as Pass/Fail factors more important than past performance (Acceptable/Neutral/Unacceptable), with all non-price factors combined significantly more important than price. Any quote rated Fail in technical capability or methodology is ineligible for award. Contractor inquiries were due July 29 at 9:00 AM Central Time. Quotations must be submitted as Firm-Fixed-Price to Crystal Keys at crystal.keys@bia.gov by August 5, 2026 at 5:00 PM Central Daylight Time.
