About this opportunity
The Department of the Army Materiel Command Contracting Command Picatinny Arsenal seeks to procure 24 Fujikura 100S fusion splicers and 26 Fujikura CT60 fiber cleavers with a proposal due date of August 24, 2026. This is a total small business set-aside under a brand name justification; the government determined Fujikura is the sole acceptable supplier because their 100S splicers have consistently produced the highest percentage of successful graduates compared to competing models, and alternative models from other manufacturers failed to meet performance standards.
Place of performance is Tobyhanna, Pennsylvania. The fusion splicers must feature active core alignment, automated fiber-length adjustments, GPS tracking with geographic locking, and splice coach functionality, along with a comprehensive accessory package and two-year warranty. The cleavers must operate without independent Bluetooth capability. Technical specifications include splice loss standards per ITU-T specifications and defined splice time parameters. No substitutions are permitted without written approval from the Technical Subject Matter Expert, Major Jeffrey Blackman.
Amendment 0002 (effective August 14, 2026) removed the requirement that offerors submit contract catalog pricing, making open market pricing acceptable for all SAM-registered small business offerors. The amendment also updated the delivery requirement from 30 days to 12–16 weeks after contract award. NAICS code is 335921, Fiber Optic Cable Manufacturing. The acquisition uses Lowest Price Technically Acceptable (LPTA) source selection and is funded through Operations and Maintenance, Army for Fiscal Year 2026. Delivery is FOB Destination to Building 58, Tobyhanna Army Depot, with all shipping costs included in the quoted price. Contact: Contract Specialist Giuliana Turriciano and Contracting Officer Eric Wagner.
