About this file
This is Amendment 0002 to Solicitation W15QKN26QA174, issued by the U.S. Army Materiel Command (AMC) Picatinny Arsenal on August 14, 2026, with an effective date of August 14, 2026. The amendment modifies the original solicitation and is not extended. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation by completing items 8 and 15, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt may result in rejection of the offer.
The key changes made in this amendment include: removal of language from 52.212-1 Instructions to Offerors (Addendum) stating that "Open market pricing will not be accepted. Offerors submitting open market pricing will be determined non-responsive. Offerors may offer additional price and discount terms;" and revision of Attachment 0001 - SOW paragraph 6.0 to specify "Delivery shall be made 12-16 weeks after contract award." The amendment also adds Attachment 00003 - Industry questions (dated August 19, 2026) as a new contract document. Additionally, the amendment includes local clause language regarding Disclosure of Unit Price Information pursuant to Executive Order 12600 and establishes an HQ AMC-Level Protest Program for resolution of procurement complaints. All other terms and conditions of the original solicitation remain unchanged and in full force and effect.

HQ AMC-Level Protest Program:
If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible contracting officer.
However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the General Accounting Office or other external forum.
