About this file

This is a Questions and Answers document for federal contract opportunity W15QKN-26-Q-A174 regarding the procurement of Fusion Splicers and Cleavers (Amendment 0002). The document addresses two key inquiries from potential offerors regarding delivery timelines and pricing requirements.

The first question clarified the delivery requirement in the Statement of Work, paragraph 6.0. The original 30-day delivery requirement has been updated to reflect industry-standard lead times of 12-16 weeks for OEM equipment (specifically AFL/Fujikura 100S and CT60 models). The second question addressed pricing constraints, specifically whether open market pricing from small businesses without existing GSA Schedules or contract catalogs would be acceptable. The Government confirmed that the 52.212-1 Instructions to Offerors addendum requiring contract catalog pricing has been removed from the Request for Quote, and open market pricing is now acceptable for all SAM-registered small business offerors. The contract is identified as a total small business set-aside and is posted to SAM.gov. Points of contact include Contract Specialist Giuliana Turriciano and Contracting Officer Eric Wagner.

1. Q: Current OEM factory lead time on the AFL/Fujikura 100S and CT60 is 12-16 weeks industry-wide. Is the 30-day delivery requirement in SOW para 6.0 firm, or will the Government consider delivery consistent with OEM lead time?

A: Paragraph 6.0 of the Statement of Work has been updated to reflect industry lead time of 12-16 weeks.

2. Q: The 52.212-1 addendum (page 18) states "Open market pricing will not be accepted... on your contract catalog." Since this is a FAR Part 12/13 combined synopsis posted to SAM.gov as a total small business set-aside, please confirm that quotes from SAM-registered small businesses without a GSA Schedule/contract catalog are acceptable, and that language is not intended to require an existing contract vehicle.

A: 52.212-1 Instructions to Offerors (Addendum) on page 18 has been removed from the Request for Quote. Open market pricing will be acceptable.
