About this opportunity

Columbus Air Force Base, under the Department of the Air Force Air Education and Training Command, is soliciting a Blanket Purchase Agreement (BPA) for Furnishings Management Services (FMS) to be performed on a bi-weekly basis, typically on Tuesdays, involving the receipt, inspection, issuance, transfer, storage, and delivery of government-owned furnishings and appliances to unaccompanied personnel housing units. The contractor must provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other necessary items to execute these services, with work hours scheduled between 0730 and 1615, Monday through Friday, excluding federal holidays and government-directed facility closures. Key requirements include maintaining detailed digital inventory records, utilizing mandatory protective coverings, assuming full financial liability for damage to government property resulting from contractor negligence or operations, and complying with all federal, state, local, environmental, safety, and Air Force security regulations. Awards will be made to the lowest price technically acceptable offeror based on firm fixed-price proposals that include cost breakdowns for each contract year and a technical synopsis demonstrating understanding of the required services. The critical dates for this solicitation include a site visit on April 23, 2026 (with registration required by April 16, 2026), questions due by April 30, 2026, and proposals due by May 20, 2026.

This solicitation is designated as a Total Small Business set-aside with no identified incumbent contractor. The estimated BPA ceiling is $300,000.00, covering the base period from June 1, 2026 through May 31, 2027, plus four one-year option periods through May 31, 2031, with each year structured to include approximately 30 jobs and all call orders, including potential mass moves, counting against the single ceiling amount. The contract structure includes four service line items priced on an hourly labor basis: mass moves of 15-30 rooms (40 hours per period), mass moves of 31-76 rooms (112 hours per period), receive/inspect/deliver furnishings services (8 hours per period), and inventory management (8 hours per period), with mass moves requiring minimum 30-day advance coordination and 2-4 personnel. Services will be performed at Columbus Air Force Base in Columbus, Mississippi, specifically at Buildings 346, 547, 550, 555, 958, 964, 966, 971, 972, 973, and storage containers at the AG Yard, with inspection and acceptance conducted at the Military Housing Office (14 CES CEH). All contractors must comply with prevailing wage requirements as established in the Mississippi Wage Determination (WDOL 2015-5157, Revision 28), which mandates hourly rates ranging from approximately $9.57 to $49.67 depending on occupational classification, plus fringe benefits including paid sick leave, vacation accrual, eleven paid holidays annually, and health and welfare benefits.
