About this file
This is an RFI Response document that clarifies key pricing and ceiling questions regarding a Furnishings Management Services Blanket Purchase Agreement (BPA) solicitation (FA302226R0003) issued by Columbus Air Force Base under the Department of the Air Force Air Education and Training Command.
The response addresses two primary areas of contractor inquiry. First, regarding mass move pricing, the document clarifies that while the Performance Work Statement describes mass move requirements in Section 1.1.5, the base BPA scope specifies bi-weekly service excluding mass move situations. Mass moves may be addressed through the call order process, and contractors should determine whether to include separate line item pricing for these services. Second, the response provides critical ceiling clarification: the estimated BPA ceiling is $300,000.00 total, covering the base period plus four option years, with all call orders (including mass moves if applicable) counting against this single ceiling amount rather than separate funding buckets. The BPA requires contractors to provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other necessary items for furnishings management services at Columbus AFB, Mississippi, with services typically scheduled for one day (preferably Tuesday) on a bi-weekly basis. Key solicitation dates include a site visit on April 23, 2026 (registration deadline April 16, 2026), questions due by April 30, 2026, and proposals due by May 20, 2026.

Text version
1. Mass Move Pricing The Performance Work Statement (PWS) describes mass move requirements in Section 1.1.5. However, the solicitation notice indicates that the BPA is for bi-weekly service "not to include mass move situations." Should we include pricing for mass move services as a separate line item in our proposal, or will mass moves be addressed through the call order process? Please review amendment SF1449
2. BPA Ceiling and Applicability The PWS states that the BPA ceiling is set at $50,000. Could you please clarify the following points:
a. Does the $50,000 ceiling apply on an annual basis, or does it cover the entire duration of the BPA agreement?
b. If mass move services are included in our pricing, will mass move call orders count against the same $50,000 ceiling, or will they be funded under a separate ceiling?
The estimated ceiling for this BPA is $300,000.00. This amount will cover base plus 4 (four) option years. The amount will cover any call orders until the ceiling amount is reach.
