About this opportunity
The Department of the Army Materiel Command Contracting Command Picatinny Arsenal seeks full window replacement at Building 674, U.S. Army Garrison Devens Reserve Forces Training Area, with proposals due July 13, 2026, per Amendment 0003. This is a 100% small business set-aside under FAR 19.502-2 with a $19.5 million size standard.
Place of performance is Building 674, Devens Reserve Forces Training Area, 30 Quebec Street, Devens, MA 01434. The contract is a single firm-fixed-price construction award with a period of performance of exactly 365 calendar days from receipt of the written Notice to Proceed. The NAICS code is 238350 (Finish Carpentry Contractors) and PSC is Z2AZ (Maintenance, Repair, or Alteration of Other Residential Buildings).
The scope requires demolition and removal of all existing windows, supply and installation of approximately 282 vinyl single-hung dual-pane low-E insulated replacement windows with dark bronze finish, 3-1/4-inch depth, 7/8-inch insulated glass with Argon gas filling, and installation of associated flashing, sealants, shims, trim, and insect screens. The project specifies four window types across three floors: Window AA (6 units, 2'0" × 4'8"), Window BB (10 units, 7'8" × 4'8"), Window CC (24 units, 11'4" × 4'8"), and Window DD (46 units, 15'8" × 4'8"). All work is subject to Davis-Bacon prevailing wage requirements under Wage Determination MA20260001 (effective May 18, 2026). Contractors must comply with Section 01 57 20 (Environmental Protection) including hazardous waste minimization, solid waste and chemical disposal, and spill reporting to the Devens DPW Environmental Specialist. A bid guarantee of 20 percent of bid price or $3,000,000, whichever is less, is required. Amendment 0002 (issued July 1) addresses 23 vendor questions and clarifies that Section 08 51 31 (Aluminum Windows) is a suggestion only, not a mandated specification. Amendment 0003 (issued July 7) extended the due date from July 8 to July 13, 2026, at 4:00 PM EST. Offerors must acknowledge all amendments prior to submission.
