About this file
This is Amendment 0002 to Solicitation W15QKN26RA056, issued by the U.S. Army Corps of Engineers (WBGK ACC-PICA) on July 1, 2026, with an effective date of July 1, 2026. The amendment answers 23 vendor questions regarding a window replacement project at Building 674, located at 49 Queenstown Street, Devens, MA 01434. The offer receipt deadline is 4:00 PM EST on July 8, 2026, and offerors must acknowledge receipt of this amendment prior to submission. The bid guarantee is set at 20% of bid price or $3,000,000, whichever is less, and acceptable instruments include bid bonds (SF 24), postal money orders, certified checks, cashier's checks, irrevocable letters of credit, and U.S. bonds or notes; electronic bid bonds are not permitted, and PDF submission with the offer is sufficient.
The project requires replacement of approximately 86 rough openings containing four window types: Window AA (2'0"x4'8", 6 total across three floors), Window BB (7'8"x4'8", 10 total), Window CC (11'4"x4'8", 24 total), and Window DD (15'8"x4'8", 46 total). The window specification calls for aluminum frame 08-51-31, with flexibility to use single-hung vinyl, projected operable with fixed transom configurations, or thermally-broken aluminum/aluminum-clad frames if cost-effective and functional. The building was constructed in 1969; hazard survey reports for lead-based paint and asbestos-containing materials are provided as government-furnished information. Working hours are 0700-1700 Monday through Friday unless authorized otherwise. The contractor is responsible for removing and reinstalling window treatments, furniture, temporary weather protection, and interior/exterior finishing to match existing conditions. The site is located in Middlesex County, Massachusetts, and the applicable Davis-Bacon Act Wage Determination is MA20260001 (Mod. 1, 05/18/2026).

SUMMARY OF CHANGES
Section A - Solicitation/Contract Form
The following changes have been made:
Miscellaneous text in this section has been modified to:
The purpose of this Amendment 0002 is to answer vendors' questions:
Question 1. Please confirm the window quantities for each type. Our local representative was onsite for the walk through yesterday and only saw 2 type A windows, they also counted 14 type B windows. Please advise.
Answer 1. There are 2 Type A windows on each floor; 3 floors equals 6. There are 6 Type B windows on the First floor and 2 on the second and third floor for a total of 10.
Question 2. Wage Determination Applicability (MA20260001). Wage Determination MA20260001 (Mod. 1, 05/18/2026) attached to the solicitation lists the following Massachusetts counties:
Barnstable, Bristol, Dukes, Essex, Middlesex, Nantucket, Norfolk, and Suffolk. The project site (USAG Devens RFTA) is located in Worcester County, Massachusetts, which is not enumerated on the referenced WD. Please confirm whether (a) MA20260001 is the governing wage determination for this project notwithstanding the county roster, or (b) a corrected/alternate Worcester County WD will be issued by amendment. This confirmation is required to lock prevailing-wage pricing and avoid post-award equitable-adjustment requests.
Answer 2. Site Location is Middlesex County. It is not Worcester County.
Question 3. PWS Building Reference Discrepancy. PWS Section 1.1 (Scope) references "Buildings 646 and 653," while the solicitation title, drawings (A100-A104), site signage, and all other PWS sections reference Building 674 exclusively. Please confirm that the scope of work is limited to Building 674 at 49 Queenstown Street and that the "646 and 653" references in Section
1.1 are a typographical carryover from a prior/sister-building solicitation.
Answer 3. Correct. That is a misprint. The only building in this project is 674. This misprint has been addressed in Solicitation narrative paragraph 1(b) "Resolution of PWS Technical Site Inconsistencies".
W15QKN26RA0560002
Question 4. Window Operation Type and Frame Material. PWS Division 08 specifies "vinyl single-hung" windows. Site observation and the elevation drawings (A104) indicate the existing units are painted steel commercial sash with projected (awning/hopper) operable lites and fixed transom lites - not single-hung. Please confirm:
(a) whether single-hung vinyl is the required replacement configuration, or
(b) whether projected operable + fixed transom configurations are acceptable to maintain ventilation parity with the existing assemblies, and
(c) whether thermally-broken aluminum or aluminum-clad frames are acceptable for the larger CC /DD openings where vinyl span limits may be exceeded.
Answer 4. Window spec is aluminum frame 08-51-31. We are good with either type of replacement a., b., or c. if that reduces cost and improves function.
Question 5. Lead-Based Paint (LBP) and Asbestos-Containing Material (ACM) Surveys. Building 674 is of 1940s-era construction. PWS Section 02 41 00 (Demolition) is silent on LBP and ACM.
Please confirm whether (a) AHERA/LBP survey reports for Building 674 will be released as Government-Furnished Information (GFI) prior to bid, or (b) offerors should price the work on a presumed-present basis with the Government's acknowledgment of equitable-adjustment rights if abatement scope exceeds presumed conditions.
Answer 5.
The building was constructed in 1969.
Windows have been replaced in the last thirty years; however, I will submit Hazard surveys.
Question 6. Bid Guarantee - Acceptable Instruments and Delivery. Per FAR 52.228-1, the Bid Guarantee is set at 20% of the bid price or $3,000,000, whichever is less. Please confirm:
(a) acceptable instrument forms (SF 24 Bid Bond, certified/cashier's check, Irrevocable Letter of Credit, electronic Bid Bond),
(b) whether PDF submission with the offer is sufficient or whether a hard-copy original is required, and
(c) if hard-copy is required, the deadline and delivery address for the original instrument.
Answer 6.
(a) Per the full text of FAR 52.228-1 "Bid Guarantee," which is included on page 74 of the solicitation, the following instruments are acceptable for the required bid guarantee:
A bid bond (such as an SF 24) from a surety acceptable to the Government.
A postal money order.
A certified check.
A cashier's check.
An irrevocable letter of credit (ILC).
United States bonds or notes (per Treasury Department regulations).
The solicitation does not permit electronic bid bonds for this procurement. Please ensure the bid guarantee is submitted with your proposal by the deadline of 4:00 PM EST on July 8, 2026.
(b) PDF submission with the offer is sufficient.
Question 7. Official Project Address for Permitting and Access. The PWS cover sheet lists the project address as "30 Quebec Street," while the on-site building signage and drawing title blocks (A100-A104) read "49 Queenstown Street." Please confirm the official project address of record for use in permitting, DD-1391 references, certified payroll submissions, and base access pass requests.
Answer 7. The Government confirms that Building 674, 49 Queenstown Street, Devens, MA 01434 is the official physical project address. Please ensure this address (49 Queenstown Street) is utilized on all official permitting, certified payroll submissions, DD-1391 references, and base access pass requests. The address listed on the PWS cover sheet (30 Quebec Street) is the administrative billing/DoDAAC address for the DPW office and is not the physical site of work.
Question 8. Please confirm the total quantity: 86 rough openings or approximately 282 windows?
Answer 8. Total quantity expressed in the PWS stated that contractor should make their own determination. What we counted was displayed in the PWS.
Question 9. Are the large openings to be provided as factory-mulled assemblies or multiple individual replacement windows?
Answer 9. How the window configurations are purchased is up to the contractor.
Question 10. Is lead paint and/or asbestos testing available, and are any abatement requirements anticipated?
Answer 10. The building was constructed in 1969. Windows have been replaced in the last thirty years. Please see Hazard surveys via the following attachments:

Question 11. Are there any restrictions on lift, scaffold, or boom lift access around the building?
Answer 11. No restrictions on lift, scaffold, or boom.
Question 12. Are there any building occupancy restrictions or required work hours?
Answer 12. Working hours are 0700 - 1700, no holidays or weekends unless authorized by COR /Contracting.
Question 13. Please confirm whether any interior finish repairs beyond normal installation are required.
Answer 13. Interior finish should be seamless; in kind to the existing finish.
Question 14. Please confirm whether any exterior siding, masonry, or framing repairs are required if concealed damage is discovered.
Answer 14. Exterior should be finished in the same manner as the interior. If damage is discovered, notification to COR/Contracting must take place to determine if modification is needed.
Question 15. Is temporary weather protection required during window replacement operations?
Answer 15. Yes, weather protection is needed.
Question 16. Who is responsible for removing, relocating, protecting, and reinstalling existing furniture and furnishings affected by the window replacement work?
Answer 16. Contractor is responsible for moving furniture to access windows for replacement.
Question 17. Who is responsible for removing, storing, protecting, and reinstalling existing curtains, blinds, shades, and other window treatments affected by the window replacement work?
Answer 17. Contractor is responsible for removing blinds, shades etc., and replacing them following install of new windows.
Question 18. The drawings and specifications indicate a 3-1/4-inch deep vinyl window with 7/8-inch insulated Low-E glass. Can the Government provide the basis-of-design manufacturer and model, or identify acceptable manufacturers and approved equal products for bidding purposes?
Answer 18. Window spec is aluminum frame 08-51-31. We are good with either type of replacement a., b., or c. if that reduces cost and improves function.
Question 19. The drawings and specifications indicate a 3-1/4-inch deep vinyl window with 7/8-inch insulated Low-E glass. Can the Government provide the basis-of-design manufacturer and model, or identify acceptable manufacturers and approved equal products for bidding purposes?
Answer 19. Contractor is responsible for sourcing replacement windows. Our only spec is listed above.
Question 20. Can manufacturer information, window schedules, and dimensions for each window type be provided to ensure consistent bidding and product selection?
Answer 20. Contractor is responsible for determining window replacement manufacturer. We are not looking for top of the line. Middle of the road will be perfectly fine.
Question 21. After today's walk through the window count is: AA type 1; BB Type 15; CC type 24;
DD Type 46 Please confirm.
Answer 21. Window count is listed below as it was in the PWS. It is the Contractor's responsibility to verify prior to bid.
