The procurement is set-aside for small business and carries a firm fixed-price award ceiling under $25,000.
Work involves removing one existing 600-gallon fuel tank containing approximately 300 gallons of fuel, a 10-gallon day tank, fuel transfer pump, and associated piping, then installing two new 275-gallon double-walled fuel tanks (meeting UL 80 or UL SU2258 standards, not insulated, with closed tops), a new standalone 10-gallon day tank (double-walled heavy-duty steel, minimum 16 gauge, floor-mounted with leak and level sensors), fuel transfer pump, vent pipes, fill whistles, crossover/manifold kits, fuel level gauges, tie-down kits, and new 1/2" Type L copper fuel supply and return lines. The performance period is 120 calendar days from award, with work restricted to Monday through Friday, 7:00 AM to 3:00 PM.
The NAICS code is 237120 (Oil and Gas Pipeline and Related Structures Construction) with a Small Business Size Standard of $45 million. Pre-construction submittals due within 21 days of award include Accident Prevention Plan, Activity Hazard Analysis, Site Safety and Health Officer designation, and Environmental Protection Plan. Payment protection of 100 percent via irrevocable letter of credit or payment bond is required within 10 days of award. Evaluation weighs technical capability, price, and past performance.
