The storage area for use by the Contractor, for work and storage of equipment, materials, and trailers during the life of this contract will be determined at the Pre-Construction Conference. The storage area will be located at Colebrook River Lake.

The Contractor shall confine its storage area to the limits as designated or approved by the Technical Point of Contact and shall be responsible for the security of the area. Upon completion of the contract, and at no additional cost to the Government, remove all equipment and materials, except as otherwise specified, and restore the site to its original condition as approved by the Technical Point of Contact.

Trailers, equipment, or materials must not be open to public view except for those items which are in support of ongoing work on any given day. Do not stockpile materials outside the storage area in preparation for the next day's work, without approval from the Technical Point of Contact. Park mobile equipment, such as tractors, wheeled lifting equipment, cranes, trucks, and like equipment within the storage area at the end of each workday.

10. Existing Conditions:

a. The existing 600-gallon oil tank and 10-gallon day tank are in the Colebrook River Lake dam operating tower, which is located across the dam, behind a locked access gate. Access is limited;

therefore, the Contractor must coordinate with the Technical Point of Contact.

b. Contractor must navigate a service bridge that is approximately 300 feet from the dam to the tower. The bridge is approximately 12 feet wide.

c. The main fuel tank is located on the floor below the main entrance of the gatehouse. The approximate footprint of the tank within the rupture basin is 78" x 34" x 85 1/2". There is one (1) 2" NPT threaded pipe connection for the tank fill, one (1) 1 1/2" NPT threaded pipe connection for the tank vent, and four (4) 1" NPT threaded pipe connections. Existing oil tank weight is estimated at approximately 575-750 lbs. empty. There is roughly 300 gallons of fuel remaining in the tank. The estimated weight of the half full tank is 2600-2900 lbs. There is a 1/2" flexible copper supply line running from the fuel tank to the furnace. The distance between the two is roughly 10.5'.

d. The day tank unit is 120VAC hard-wired and located on the floor above the main entrance of the gatehouse. The approximate footprint of the tank is 12" x 24" x 20". The transfer pump for the day tank is 120V hard-wired and located to the immediate right of the main fuel tank. The tank is fitted with four (4) 1" NPT threaded pipe connections, one (1) 1 1/4" NPT threaded connection for the pipe vent, and an additional fitting for the fuel inlet. There are two 3/8" flexible supply and return lines running from the tank to the generator.

e. The generator floor can only be accessed via a fixed ladder. All other levels are accessible via elevator, hatchway, or fixed ladder. Elevator cab measures 3' x 3' and rated for a maximum capacity of 1200 lbs. Elevator opening measures 32" W x 70" H.

f. A USACE-owned overhead hoist is in the tower and is available for use by the contractor, if needed. The maximum capacity load of the hoist is 5 tons. If the contractor chooses to use this overhead crane, the contractor is responsible for completing an inspection to certify use, as well as a post operation inspection.

g. Overhead crane use requires the setup of fall protection barricades and the removal of three steel floor plates, each measuring 2'6" x 5' and weighing approximately 100 lbs. After panels are removed, the total floor opening measures 7'6" x 5'. Access to the furnace level floor (floor below the main level) via hatchway requires the removal of three steel floor plates.

(b) If equipment costs have been allocated to a contract using predetermined rates, those charges will be adjusted to actual costs.

(c) Recorded job costs adjusted for unallowable expenses will be used to determine equipment operating expenses.

(d) Ownership costs (depreciation) will be determined using the contractor's depreciation schedule (subject to the provisions of Federal Acquisition Regulation (FAR) 31.205-11).

(e) License, taxes, storage and insurance costs are normally recovered as an indirect expense and unless the contractor charges these costs directly to contracts, they will be recovered through the indirect expense rate.
