About this opportunity
The Department of the Air Force, Air Mobility Command, through Fairchild Air Force Base, is conducting market research to identify potential sources for on-demand diesel and gasoline fuel support, with responses due November 17, 2026. No set-aside is used. The notice is a sources sought and RFI, not an RFQ or RFP, and the government states it will not use responses to determine vendor standing or qualification in future solicitations. Responses are voluntary with no government payment for costs, and negative responses are accepted. NAICS is 324110 and PSC is 9140.
Deliveries go to shared organizational diesel and unleaded gasoline tanks at Ruby Command Post in Cusick, Washington. Per the draft salient characteristics, the contractor must supply Ultra-Low Sulfur Diesel meeting ASTM D975 and Regular Unleaded Gasoline (MUR) meeting ASTM D4814. Diesel alternates seasonally: DS-1 from October 1 through March 31 and DS-2 from April 1 through September 30, with the government retaining the right to adjust transition dates based on actual weather conditions. Call-out deliveries must arrive within 24 to 48 hours of notification, capped at 1,500 gallons per call. Vehicles must carry hoses, nozzles, and calibrated, certified flow meters, and must provide immediate printed metered delivery tickets. The draft contemplates a 12-month period of performance. The 92nd POL flight cannot meet the requirement because DLA throughput for ground fuels has not reached the threshold.
The government requests input on pricing schedule structure, a recommended firm-fixed-price contract vehicle type, contract duration, and a price estimate. Responses must be electronic, no more than three pages, and include a point of contact (name, telephone, email), the company's SAM.gov UEI, and the physical location of the facility. Submit to William Rife at william.rife.1@us.af.mil or 509-247-4868.
