About this file
This document is a Draft Salient Characteristics statement for a fuel support contract with the 336th Training Support Squadron at Fairchild Air Force Base, Washington. The contract objectives are to establish a reliable, recurring, on-demand fuel delivery service covering a 12-month period of performance. The contractor must deliver Ultra-Low Sulfur Diesel (DS-1 or DS-2) meeting ASTM D975 standards and Regular Unleaded Gasoline (MUR) meeting ASTM D4814 standards to organizational tanks located at Ruby Command Post in Cusick, Washington. Seasonal alternation is required to prevent fuel gelling: DS-1 (Diesel No. 1) shall be delivered from October 1 through March 31, and DS-2 (Diesel No. 2) from April 1 through September 30, with the Government retaining the right to adjust transition dates based on actual weather conditions.
Deliveries must be on-demand via call-out, occurring within 24 to 48 hours of request notification, with a maximum capacity limit of 1,500 gallons per delivery call. The delivery vehicle must be equipped with appropriate hoses, nozzles, and calibrated, certified flow meters to safely dispense fuel into the designated shared organizational diesel tank and unleaded gasoline tank, and must provide immediate printed metered delivery tickets. This contract is required because the 92nd POL (Petroleum, Oil, and Lubricants) flight is unable to meet the requirement due to DLA throughput not reaching the threshold for ground fuels delivery, and the private commercial fuel support is necessary to ensure continuous operation of organizational tanks, support emergency power generation and tactical facilities, and maintain mission readiness.
