The U.S. Coast Guard Surface Forces Logistics Center is soliciting quotations for a comprehensive Fuel Sampling Program that will provide fuel testing services for USCG vessels and aviation fuel analysis worldwide. The contractor will be responsible for providing and shipping fuel sample kits globally, collecting fuel samples from USCG vessels, transporting samples to their ISO/IEC 17025 certified laboratory, conducting detailed fuel analysis using specific ASTM, EN, and ISO test methods, and reporting results within three business days. Key requirements include maintaining a laboratory capable of processing at least 10 fuel samples daily, analyzing marine gas oil and aviation fuel for properties such as flash point, density, viscosity, and contamination levels, and maintaining an online database for data management. You are invited to submit a quotation in response to the U.S. Coast Guard (USCG) Surface Forces Logistics Center Fuel Analysis Program.  The principal purpose of this requirement is to provide fuel testing services for USCG vessels and aviation fuel analysis. The Contractor shall be responsible for providing and shipping fuel sample kits worldwide, shipping of fuel samples worldwide to the Contractor’s fuel laboratory, conducting the required fuel sample analysis, assuring quality of fuel analysis results, retention and disposal of fuel samples, and reporting fuel analysis results to the USCG Point of Contact. 

USCG will conduct this acquisition as a full and open competition. The NAICS is 541380 with a size standard of $19.0M. This competitive acquisition will result in a firm-fixed price (FFP) Requirements contract consisting of one (1) 12-month base period and four (4) 12-month option periods.

In accordance with FAR provision 52.204-7, potential offerors intending to submit quotations must be registered in the System for Award Management (SAM) at https://www.sam.gov/SAM/.

Quotations submitted in response to this solicitation shall be due no later than July 31, 2025 @ 2:00 pm Eastern Standard Time (EST).
