This Amendment is issued to provide answers to questions received in response to this solicitation.

1. QUESTION: Should we handle only the MGO testing, or is there an intention to include aviation fuel testing within their scope as well?

ANSWER: : Yes, the awardee would be responsible for both MGO and Aviation fuel testing. The SOW background, SOW specific requirements, and Attachment A sections all state that MGO and aviation fuel must be tested under this contract.

2. QUESTION: Given that we currently outsource jet fuel testing to another Houston-based lab that lacks online shipping and tracking capabilities (like Samplogic), would it be beneficial to consider VPS for aviation fuel testing to consolidate services and improve logistics?

ANSWER: Section 4.9 of the SOW states, “The Contractor shall provide a CONUS fuel testing laboratory in which all fuel samples shall be shipped to and tested at this facility. Only one CONUS testing facility shall be utilized during the performance of this contract.” This contract is for both MGO and Aviation fuel testing to both be done at the same facility, the USCG will not be considering proposals that include outsourced Aviation fuel testing.

3. In accordance with Federal Acquisition Regulation (FAR) Clause 52.212-1 (f)(1), Amendments to Request For Proposals, contractors must acknowledge receipt of this

Amendment by signing Block No. 15 of SF 30 and returning one (1) copy at the time and date specified in the solicitation for receipt of proposals.
