The agency seeks a contractor capable of providing and shipping fuel sample kits worldwide, collecting samples from USCG vessels and other specified vessels, and performing detailed fuel analysis. Contractors must maintain an ISO/IEC 17025:2005 certified laboratory located in the continental United States with the capacity to process 10 samples per day, focusing on middle distillate/diesel and aviation fuel testing. The market research is currently in a Request for Information (RFI) phase, with responses due by January 22, 2025, and must include a business point of contact, phone number, email address, and CAGE code. Respondents must also specify their business classification status (Small, 8(a), HubZone, Women-Owned, Veteran-Owned, etc.) under the NAICS code 541380 for Testing Laboratories and Services.

The contract will have a one-year base period from August 1, 2024, to July 31, 2025, with four potential one-year option periods extending through July 31, 2029. The small business size standard for this opportunity is set at $19.0 million in average annual receipts, with no specific set-aside designation currently identified. The contractor will be responsible for conducting three test slates of fuel analysis within specified timeframes, maintaining an online database for results, and participating in industry fuel proficiency testing programs. While no specific award value is mentioned, the contract requires the ability to handle approximately 800 additional samples annually, with typical processing of 5 marine gas oil (MGO) samples per week. The geographical scope is extensive, requiring shipping and testing capabilities across multiple worldwide regions, with the expectation of fixed pricing for sample shipping and analysis.
