About this opportunity
The Federal Bureau of Prisons, Federal Transfer Center in Oklahoma City, seeks quarterly subsistence bread products with proposals due August 28, 2026. No set-aside is used; the procurement applies small business size standards under NAICS 311812 (bread manufacturing), with a 1,000-employee threshold.
Place of performance is the Federal Transfer Center facility at 7410 S. MacArthur Blvd., Oklahoma City, OK 73169. The requirement covers 13 weekly deliveries from October 1 through December 31, 2026: 20,000 packages of Kosher Wheat Bread (22-slice), 6,500 packages of Whole Wheat Hamburger Buns (12-count), and 1,350 packages of Whole Wheat Hot Dog Buns (16-count). All products must be fresh, delivered within 48 hours of baking, seedless, pan-baked, and compliant with enrichment standards per 21 CFR 136.115, the Federal Food, Drug, and Cosmetic Act, and Fair Packaging and Labeling Act requirements. Deliveries occur Monday through Friday, excluding federal holidays, to a facility with a 4-foot elevated unloading dock.
The contract is firm-fixed-price, FOB destination. Award is based on price and past performance weighted approximately equally; poor past performance, delivery failures, or failure to meet specifications renders a vendor non-responsible. Non-conforming items must be picked up at vendor expense within two weeks of notification or will be disposed of at government discretion. Failure to meet delivery timelines or specifications results in contract cancellation and indefinite removal from future awards. Payment is via Government Purchase Card for awards at or below $15,000; awards exceeding that threshold are issued as purchase orders payable by electronic funds transfer. All solicitation documents, amendments, and updates are distributed exclusively through SAM.gov. Questions should be directed to Kyle Doyal, Procurement and Property Specialist, at 405-680-4069 or kdoyal@bop.gov.
