About this file
This is a Requirements document for a quarterly bread subsistence solicitation issued by the Federal Bureau of Prisons, Federal Transfer Center in Oklahoma City, Oklahoma under solicitation number 15B51326Q00000012. The requirement covers 13 weekly bread deliveries from October 1, 2026 through December 31, 2026, with deliveries to be made to the facility located at 7410 S. MacArthur Blvd., Oklahoma City, OK 73169. The contract will be firm-fixed price with FOB destination terms.
The solicitation applies to small business concerns as defined by NAICS code 311812 (bread manufacturing), which has a size standard not exceeding 1,000 employees. Awards will be made to responsible offerors based on a combination of price and past performance weighted approximately equally, with poor past performance or delivery failures potentially rendering vendors non-responsible. Payments for awards at or below $15,000 will be made via Government Purchase Card; awards exceeding $15,000 will be issued as purchase orders payable by electronic funds transfer. The solicitation was scheduled to be made available on or about August 14, 2026, through SAM.gov, with all amendments and updates distributed exclusively through that platform.
