Place of performance is the Federal Transfer Center, 7410 S. MacArthur Blvd., Oklahoma City, OK 73169. Bread must be delivered within 48 hours after baking on bread racks to a 4-foot elevated unloading dock on a pre-scheduled Monday–Friday basis, excluding federal holidays, through September 30, 2026. The NAICS code is 311812, Commercial Bakeries, with a small business size standard of not exceeding 1,000 employees.
Award will be made to the responsible offeror offering the lowest conforming price, with past performance weighted approximately equal to price. Poor past performance, delivery failure, or specification non-compliance may render vendors non-responsible. Non-conforming items conditionally received must be picked up by the vendor at the vendor's expense within two weeks of notification or the government will dispose of them. Failure to meet delivery schedules or specifications will result in contract cancellation and indefinite removal from future awards.
Offerors must maintain active SAM.gov registration with current representations and certifications at the time of quotation and award. Submit quotes electronically to kdoyal@bop.gov including vendor name, Unique Entity ID, contact name, phone number, and fax number. Anticipated award date is June 17, 2026. Payments for awards at or below $15,000 will be made via Government Purchase Card; awards exceeding $15,000 will be issued as purchase orders payable by electronic funds transfer. All solicitation documents and amendments will be posted exclusively to SAM.gov.
