The Federal Bureau of Prisons, Federal Transfer Center, Oklahoma City, seeks quarterly subsistence milk with quotes due December 9, 2025. No set-aside is used; however, the solicitation targets small businesses within NAICS code 311511 with a size standard not exceeding 1,000 employees.

Delivery location is the Federal Transfer Center, 7410 S. MacArthur Blvd., Oklahoma City, OK 73169. Weekly deliveries run January 2 through March 31, 2026, with milk maintained between 34–40 degrees Fahrenheit and palletized for offload onto a 4-foot elevated dock. The requirement specifies 3,000 5-gallon containers and 30,000 1/2-pint containers of pasteurized, nonfat, skim, or fat-free milk with no flavor, meeting federal food safety and labeling requirements. The contract is firm-fixed price, FOB destination, with commercial item treatment under FAR Subpart 12.6.

Evaluation weighs past performance approximately equal in value to price. Vendors with poor past performance, failure to deliver awarded items, or failure to meet specifications will be considered non-responsible. The Government will award to the responsible offeror whose offer conforms to the solicitation based on these criteria. Payment terms vary by award value: government purchase card for awards at or below $15,000; purchase orders payable by electronic funds transfer for awards exceeding $15,000. All offerors must register in SAM.gov, provide a Unique Entity ID, and submit quotes electronically to kdoyal@bop.gov. Solicitation documents and all future amendments are posted exclusively to SAM.gov; hard copies are not available.
