Project 0304 Q4 CON ENG FRD FSR 535/536 RECONDITION AND RESURFACING-NEW OUT TIMBER SALE ROADS PREP
General Information
1.0 Scope of Work
This project will consist of reconditioning and resurfacing approximately 4.00 miles on FSR 535 and the removal and replacement of 6 culverts on FSR 535 and FSR 536. Optional work items A and B include reconditioning and resurfacing of approximately 1.41 additional miles on FSR 535.
Reconditioning work will consist of redefining ditch lines, shoulders, the roadbed and roadway, and the aggregate surface of the road.
For crushed aggregate surfacing the project will utilize a government material source located at Big Draw Pit which is accessed from FSR 231B, approximately 9 miles from the junction of FSR 535 and AZ-89A. Bedding Material and Structural Backfill for culvert installations shall be obtained from commercial sources. Removed culverts shall be hauled off government lands and disposed of in accordance with local, state, and federal regulations, per FP-14 Section 203.05.
2.0 Background
This project is located on the Flagstaff Ranger District of Coconino National Forest near Flagstaff, Arizona. FSR 535 is an aggregate surfaced road which runs east to west from its junction with AZ-89A. FSR 536 is also an aggregate surfaced road that runs east to west from its junction with FSR 535 to its junction with FSR 231 and FSR 538. The roads are used for timber sale hauling and recreational activities such as camping and hunting.
Contractor Requirements
3.0 Technical Requirements / Tasks
The Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14 U.S. Customary Units), 2014 are included by reference. The requirements in these specifications are hereby made a part of this solicitation and any resultant contract. The 746-page book entitled “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP- 14 U.S. Customary Units)” is available through the included hyperlink or at https://highways.dot.gov/federal-lands/specs. FOREST SERVICE SUPPLEMENTAL SPECIFICATIONS TO THE STANDARD SPECIFICATIONS FOR CONSTRUCTION OF ROADS AND BRIDGES ON FEDERAL HIGHWAY PROJECTS (FSSS) may add to, delete from, or modify the Forest Service Standard Specifications (FP-14).
All tasks and work must meet technical requirements in accordance with Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14) and Forest Service Supplemental Specifications (FSSS). Specific sections include but are not limited to the following:

4.0 Government Furnished
This project will utilize a government-sourced crushed aggregate material located at Big Draw Pit which is accessed off FSR 231B at latitude 35.061265, longitude -111.864842. This material shall be utilized for Pay Items 30115.1a, 30115.1b, 30115.2 and 30115.3 – Government Aggregate Surface Course. All other material shall be obtained from commercial sources.

Commercial Material Source Specifications
See “Reporting Requirements” below Before material from a commercial source is delivered to the work site
Reporting Requirements: The contractor is required to provide written progress reports weekly for the duration of the project. The progress report shall cover all work completed during the specified period and shall present the work to be accomplished during the subsequent period. This report shall also identify any problems that arose and a statement explaining how the problem was resolved, as well as any problems that have arisen but have not been completely resolved and an explanation. Commercially sourced structural backfill shall conform to FP-14 704.04. The Contractor shall provide the Forest Service with documentation that verifies compliance.
6.0 Travel
From the Coconino National Forest Supervisor's Office, turn left onto S Thompson St. In 0.1 miles turn left onto W University Ave. In
0.2 miles turn right onto W Forest Meadows St. In 0.5 miles turn right onto S Woodlands Village Blvd. In 0.4 miles turn right onto S Beulah Blvd and travel for 2.8 miles. At the traffic circle, take the second exit onto AZ-89A South and FSR 535 will be on the right in 7.8 miles.
To reach Big Draw Pit from the junction of FSR 535 and AZ-89A, follow FSR 535 for 5.41 miles to the junction with FSR 536. Take a left onto FSR 536 and follow the road for 3.52 miles to the junction with FSR 231 and 538. Take FSR 231 and follow the road for 1.80 miles to the junction with FSR 231B. Turn right onto FSR 231B and the access road to Big Draw Pit will be on the right in 0.75 miles.
7.0 Contractor’s Key Personnel
The Contractor’s Representative shall be nominated at the pre-work meeting as a direct contact between the Contractor and the CO.
