About this opportunity

The Department of the Air Force Air Combat Command seeks commercial off-the-shelf FPV quadcopter drones (100 assembled units), unassembled kits (16 units), FPV pilot kits (17 units), and 3 to 10 days of in-person training, with quotations due August 25, 2026 at 10:00 AM EST. This is a 100% small business set-aside under NAICS 336411 with a 1,500-employee size standard.

Place of performance and delivery is Moody Air Force Base, Georgia. All systems must comply with NDAA Section 848/889 and FY24 NDAA Subtitle B Drone Security restrictions, with mandatory vendor certification that sub-components do not contain critical components manufactured by covered entities including DJI, Autel, or their subsidiaries. Contractors must submit a component-level bill of materials, written NDAA compliance certification, and supply chain traceability records.

Technical specifications require assembled drones weighing 1–2 pounds with 3–6 pound payload capacity, speeds of 100–120 mph, carbon fiber frames, brushless motors, solder-free plug-and-play connectors without proprietary quick-swap frames, STMF722RE6T6 flight controllers with OSD, low-latency FPV cameras with analog video transmitters, and NDAA-compliant long-range control links (such as BlueLRS). Unassembled kits must include 100% of mechanical and electronic components with solder-free quick-connect assembly and comprehensive schematics. FPV pilot kits require ExpressLRS 2.4 GHz or NDAA-compliant transmitters, OLED telemetry screens, 18650 lithium-ion batteries, hall-effect gimbals, and FPV goggles with 40–50 degree field of view and 1080p MicroSD recording. Training must cover assembly, flight operations, troubleshooting, and field repairs at Moody with vendor-provided trainers at vendor expense.

Delivery is requested by February 25, 2027. All items are priced on a firm fixed-price basis. Award will be made to the lowest priced technically acceptable offeror without negotiations, evaluated on price, technical acceptability, and past performance. All offerors must be registered on SAM.gov with a valid UEI. This announcement is the only solicitation; no separate written solicitation will be issued.
