About this file

This document is a Questions & Answers Matrix for federal solicitation FA483025Q0070 regarding First Person View (FPV) quadcopter systems and related training.

The solicitation requires procurement of 100 fully assembled FPV quadcopter kits, 16 unassembled kits, and 17 FPV pilot kits with associated equipment and training. Key technical specifications clarified through the Q&A include: payload capacity of 3-6 pounds (minimum 3 pounds after battery weight), aircraft weight of 1-2 pounds (flexible within reason), and 2807-1300KV brushless motors with alternatives acceptable if performance requirements are maintained and National Defense Authorization Act (NDAA) and Blue UAS compliance requirements are met. The solicitation requires 4-8 dual-channel chargers for 3500mAh 6S LiPo batteries, analog FPV goggles, flight controllers compatible with Betaflight software, and functionally equivalent NDAA-compliant components are acceptable substitutes for specified brand-name items. Training under CLIN 0004 must include 3-10 days of in-person instruction covering building, programming, and flight training using the unassembled kits. Goggles and controllers are required per pilot kit (17 total) but not for unassembled kits. The Government indicated willingness to consider alternative components and materials based on cost-versus-reward analysis, with primary concerns including repairability, NDAA compliance, and Blue UAS certification. One question regarding future procurement possibilities was answered as a one-time procurement with the possibility of future procurements. The matrix documents 24 questions from five vendors addressing technical specifications, component alternatives, and training requirements, with two questions resulting in Purchase Description updates on page 2 and page 4.

Attachment 1, Purchase Description

Please confirm the 1–2 lb weight requirement refers to aircraft weight excluding the flight battery. As the required battery (6S 3500mAh LiPo) weighs approximately 1.2lbs

Min weight 1lb - Max weight 2lb

Weight is flexible within reason

13 Aaceses Ihmire Industries Is 1 pair of goggles and a controller required for 1 assembled kit or for example, is it 6-7 pairs of goggles and 6-7 remote controllers that will be used for 100 kits?

goggles and a controller are per pilot kit (17 total)

NO N/A

14 Aaceses Ihmire Industries Is 1 pair of goggles and a controller required for 1 unassembled kit or for example, is it 2 pairs of goggles and 2 controllers that will be used for 16 kits?

unassembled kit do not require goggles or controller

Aaceses Ihmire Industries Are the 17 FPV kits just the goggles and The FPV Pilot Kits only require the items NO N/A remote/GCS as well as the other parts and components that are needed? The 17 kits do not include the drone itself or the drone frames, just required and spare parts to assemble and disassemble the kits, correct?

These kits are the tools as well?

listed. No tool kits

15 Aaceses Ihmire Industries Can you clarify the line “One (1) flight controller 37mm x 37mm with integrated On Screen Display, STMF722RET6 processor. UARTS 4-6, compatible with Betaflight”. Clarification is needed because, we are not sure if the requirement is for a remote controller or a flight controller. This line asks for 2 different things. The flight controller is the brains of the drone which can have the STMF722RET6 chip on it but it will not have an on screen display because it is a flight controller circuit, not a remote controller or GCS. I think this may be a typo.

flight controller must be compatible with Betaflight. Flight controller on drone and any hardware on a handheld controller or GCS must be able to be altered/programmed with Beta Flight software.

NO N/A

16 Aaceses Ihmire Industries Is the STMF722RET6 chip a requirement because this chip may not be NDAA compliant? There are other American made and/or NDAA compliant flight controllers that may not use the STMF722RET6 chip?

NDAA Compliance and Blue UAS are required. If the product utilizes a different chip and processor that is within the guidelines we will consider it based on capability and functionality.

NO N/A

17 Aaceses Ihmire Industries Are the 100 kits “assembled” kits? YES. We require 100 fully assembled kits NO N/A

PD §4 — Motors & ESCs

Motors & ESC’s - Will the Government accept alternative motor and propeller combinations meeting equivalent or better thrust, payload, and speed performance in place of the named “2807 1300KV” motor specification (e.g., 2812 1300KV)?

So long as all components, hardware, software etc meet NDAA and Blue UAS compliance we are willing to consider other options. If alterations require an increase in price or require us to lessen the amount of drones we will consider cost vs reward.

NO N/A

19 EOTECH

PD §4 / §5 / §6 — Battery

Battery - Is the stated 3,500 mAh battery capacity a maximum limit or a minimum baseline? Will the Government accept higher-capacity battery packs providing greater flight endurance, provided all connector (XT60) and charging requirements are met?

Flight connector and charging requirements are imperative. If offering a greater than rating, we will again look at cost vs reward based on final price.

20 EOTECH

Frame Size/Type - Will the Government accept equivalent or superior structural

We are willing to consider alternative frame materials again based on cost vs

PD §4 — Frame Size/Type frame materials (e.g., CNC-milled G10 fiberglass, which is RF-transparent and improves long-range control link performance) in place of carbon fiber, provided all dimensional and performance requirements are met?

reward.

21 EOTECH

PD §6 — Video Transmission/Radio Control Link Protocols

Video Transmission/Radio Control Link Protocols - The Pilot Kit cable specification includes a “VTX to Brave FC Cable.” As this references a specific proprietary product, will the Government accept functionally equivalent cable sets compatible with the offeror’s proposed flight controller and video transmitter?

Primary concern is repairability. If vendor is offering an authorized substitute that still provides the option to repair without purchasing another complete system we will consider.

NO N/A

22 EOTECH

PD §1 / §4 / §5 — Payload Capacity

Payload Capacity - The solicitation synopsis states a minimum payload capacity of 3 lb;

Purchase Description Section 1 states a minimum of 5 lb; and the Section 4/5 characteristic tables state a payload range of 900g–2,721g (approximately 2–6 lb).

Please confirm the authoritative minimum payload capacity requirement for purposes of technical evaluation.

Minimum payload request after battery weight is 3 pounds at minimum up to 6 pounds.

NO - PD Pg 2

Solicitation Description

22 Neros Technologies

SF 1449, CLINs 0002 and 0004; Attachment 1, Purchase Description, Section 1 (Scope and Mission Purpose)

CLIN 0004 requires 3 to 10 days of in-person user training, and the Purchase Description states the unassembled quadcopter kits (CLIN 0002) are intended to allow personnel to understand system architecture and practice rapid field assembly and repair.

Please confirm whether the training course under CLIN 0004 is required to include build/assembly instruction using the CLIN 0002 unassembled kits in addition to flight instruction, or whether a flight-training-only course using assembled aircraft (CLIN 0001) is acceptable.

If assembly training is required, please confirm whether it should be delivered as a single combined build-and-fly course under CLIN 0004, or scoped and scheduled as separate training events.

3-10 days are requested for building, program and flight training. This is an initial purchase with the intent to train personnel “in house” however future purchases of complete systems or part kits may become recurring and a request for new systems with increased requirements/payloads may be issued in the future based on needs and updated requirements.

23 Quadtac Systems LLC Is the Government’s current requirement intended to be a one time procurement and training event, or does the Air Force anticipate the possibility of additional future requirements for additional FPV systems, pilot kits, replacement components, and/or recurring training following successful completion of the initial contract?

It is possible there may be future procurements, but at this time there is only a one-time procurement

NO N/A

24 Quadtac Systems LLC Regarding the motor requirements in the purchase description. The spec identifies a 2807-1300KV brushless motor with a 3 to 8S input voltage rating. If there is a US-manufactured alternative motor that is a 3115-900KV with a 4 to 6S input voltage, would the government consider this or another technically equivalent US-manufactured motor acceptable, if it otherwise meets performance requirements?

We will consider alternatives so long as performance is not severely degraded. If increased MAH batteries are required, is vendor willing to include them.
