About this file
This is a Purchase Description (PD) for commercial-off-the-shelf (COTS) 7-inch or 8-inch First Person View (FPV) quadcopter drones and related systems, prepared by the Technical Procurement Division and dated August 18, 2026 (Version 2.0). The procurement encompasses 100 assembled FPV quadcopter drones, 16 unassembled quadcopter drone kits, 17 FPV pilot kits, and 3–10 days of in-person user training. All systems must comply with NDAA Section 848/889 and FY24 NDAA Subtitle B Drone Security restrictions, with mandatory vendor certification that sub-components do not violate supply chain restrictions and do not contain critical components manufactured by covered entities such as DJI, Autel, or their subsidiaries. The systems are intended for "Red UAS" adversary emulation training and short-range Intelligence, Surveillance, and Reconnaissance (ISR) operations.
The technical specifications require drones weighing 1–2 pounds with 5–6 pound payload capacity, speeds of 100–120 mph, and 100% solder-free assembly using standard plug-and-play connectors without proprietary quick-swap modular frames. Assembled drones must feature carbon fiber frames, brushless motors with electronic speed controllers, LiPo batteries (up to 3500 mAh capacity with multi-channel chargers), STMF722RE6T6 flight controllers with OSD, low-latency FPV cameras with analog video transmitters, high-performance control receivers with NDAA-compliant long-range links (e.g., BlueLRS RX/TX), and operate reliably across 10°F to 110°F temperatures. Unassembled kits must include all mechanical and electronic components with 100% solder-free quick-connect assembly and comprehensive schematic and wiring documentation. FPV pilot kits require ExpressLRS 2.4 GHz or NDAA-compliant long-range radio transmitters with OLED telemetry screens, internal 18650 lithium-ion batteries, hall-effect gimbals, USB-C charging, and FPV goggles with Head-Mounted Displays featuring adjustable optics, 40–50 degree field of view, ±2 to –6 diopter focus adjustment, MicroSD recording (up to 32 GB), 1080p resolution, and integrated HD receivers. Training must cover unit assembly, flight operations, basic and advanced flight techniques, system troubleshooting, and field repairs, delivered at Moody Air Force Base with vendor-provided trainers traveling at vendor expense. Delivery should commence as soon as possible, with vendors expected to account for extended lead times associated with NDAA-compliant microelectronics sourcing.

Purchase Description: COTS FPV Quadcopters
1. Scope and Mission Purpose This requirement is for the procurement of commercial-off-the-shelf (COTS) 7-inch or 8-inch First Person View (FPV) assembled quadcopters, unassembled quadcopter kits, FPV pilot kits, and in-person user training (3 days or more). The ENTIRE system must be strictly compliant with NDAA Section 848/889. In addition to the covered system components must be in full compliance with FY24 NDAA Subtitle B - Drone Security restrictions
Mission Need:
These systems are required to conduct “Red UAS” adversary emulation training and perform short-range Intelligence, Surveillance, and Reconnaissance (ISR). The inclusion of unassembled kits is essential to allow personnel to understand system architecture and practice rapid field assembly and repair.
List of items to meet the mission:
100 EA - 7-inch or 8-inch First Person View (FPV) Assembled Quadcopters Drones 16 EA - 7-inch or 8-inch FPV Unassembled Quadcopter Drone Kits 17 EA - FPV Pilot Kits 1 EA – 3-10 Day User Training
- Min weight 1lb - Max weight 2lb
- Solder Free Components
- Payload Capacity: Min - 5lb | Max 6lb
- FY24 NDAA Compliance on ALL active components
- Speed: Min 100mph | Max 120mph
- No proprietary quick-swap modular frames, only standard plug & play connectors.
Operational Impact:
Failure to fulfill this requirement will leave forces without realistic, dynamic adversary UAS representation during training exercises, increasing vulnerability to modern drone threats. It also deprives tactical units of a critical, low-cost organic short-range ISR capability.
2. Regulatory & Security Compliance (Critical Risk Factor) The commercial drone market is heavily saturated with restricted foreign-manufactured electronics. To mitigate supply chain risks, the following compliance standards are absolute:
