The Federal Bureau of Prisons seeks supply and delivery of one 160-ton air-cooled scroll chiller to replace an existing unit at Federal Prison Camp Bryan, Texas, with quotations due August 7, 2026 at 11:00 AM Eastern Time. This procurement is set aside 100% for small businesses and will be awarded on a Firm-Fixed-Price basis.

Place of performance is FPC Bryan at 1100 Ursuline Avenue, Bryan, Texas 77803. The chiller must be an air-cooled scroll chiller with shell and tube evaporator, ASHRAE 90.1 compliant and AHRI certified, achieving full-load EER values up to 10.9 and IPLV values up to 19.0. The unit must support BACnet IP and MS/TP communication capabilities, operate on 460V, 3-phase, 60 Hz power, function in ambient conditions from -20°F to 125°F, and support R-32 or R-410A refrigerant. Additional specifications include bare micro-channel condenser coils, evaporator heater, hot gas bypass, suction line insulation, suction service valve, single point power connection, coil trim panels, low-sound compressor blankets, and ComfortLink controls with scrolling marquee display module. The unit must include factory start-up and carry a one-year complete warranty from start-up or 18 months from shipment, whichever is later. No pump package is included. The Federal Bureau of Prisons, FPC Bryan, is seeking a responsible vendor to provide one (1) 160-Ton
Air-Cooled Scroll Chiller for in-house replacement of the existing unit serving the Brazos Unit. This
requirement is supply-only and the contractor shall furnish all equipment and materials to replace the
existing system with the new system in accordance with the Statement of Work. The proposed unit must
be submitted with the full product detail sheets and specifications that are equal or equivalent to the
requested specifications. All materials must meet applicable industry standards and comply with relevant
environmental, safety, and quality requirements. Vendors must complete and return the attached SF-1449
with their quotation.


Place of performance is the Federal Prison Camp (FPC) Bryan, TX, located at 1100 Ursuline Avenue,
Bryan, TX 77803.


The contract type will be Firm-Fixed-Price (FFP). The Government reserves the right to award to the
responsible vendor(s) whose offer conforms to the solicitation and is considered most advantageous to
the Government. The evaluation criteria will follow the Best Value Trade-off to the Government. (1)
Technical Acceptability (2) Delivery Schedule (3) Price. Delivery Schedule will be evaluated based on
the Offeror’s proposed delivery date, with earlier delivery considered more advantageous to the
Government. Technical Acceptability and Delivery Schedule, when combined, are more important than
Price. The Government may make award to an Offeror other than the lowest-priced Offeror if the
Government determines that the additional benefits associated with a technically superior quotation and/
or a more advantageous delivery schedule justify the additional cost. Conversely, the Government may
make award to a lower-priced Offeror when the perceived benefits of a higher-priced quotation do not
warrant the associated price premium. The Government reserves the right to make award without
discussions.

The solicitation will be made available on or about July 28, 2026, and will be posted to the GPE website at
www.sam.gov. All future information related to this acquisition, including any solicitation amendments and
award notices, will also be disseminated through this site. Interested parties are responsible for monitoring

Registration in SAM: Each offeror must be registered in www.SAM.gov and must complete the
