About this opportunity

The National Geospatial-Intelligence Agency (NGA) is seeking an indefinite delivery/indefinite quantity (ID/IQ) contract for Foundation Sustainment Support, Software and Integration (FS3i) services, which encompass custom computer programming, IT management support, software development, integration, maintenance, operations support, and infrastructure sustainment across multiple security domains. The requirement supports the Foundation GEOINT Integrated Program Office and related capabilities under NGA's Source Operations & Management Directorate, serving the geospatial intelligence mission across classified and unclassified environments. Key contract requirements include maintaining 99.9% operational availability for production services, employing Scaled Agile Framework (SAFe) methodologies and DevSecOps practices, providing 24/7 help desk support across three tiers, implementing automated deployment processes with a target of 90% automation, and delivering comprehensive program management and cloud engineering services. Proposals will be evaluated based on five primary factors in order of importance: Technical/Management approach (significantly more important than all other non-price factors), Past Performance, Intellectual Property rights, Security compliance (pass/fail), and Price/Cost (significantly less important than combined non-price factors), with technical evaluation subdividing into operations support, integration, software maintenance, common services, program management, and small business participation. The RFP is anticipated for release on or around April 30, 2026, and an unclassified Industry Day is scheduled for February 2-3, 2026, at Patriot Ridge Conference Center in Springfield, Virginia, with registration required by January 19, 2026.

This acquisition employs no set-aside designation and is a single-award contract expected to follow the current FS2 contract, which is performed by Leidos. The contract award value is estimated at $721 million over a seven-year ordering period with a minimum guaranteed amount of $10,000 applied to the first task order, employing a hybrid pricing structure combining cost-reimbursable fixed fee, firm fixed price, time and material, and cost-reimbursable arrangements. The contract will support IT services across multiple locations including NGA facilities in Springfield, Virginia; St. Louis, Missouri; and Arnold, Missouri, with contractor facilities serving as the primary place of performance. All key personnel must hold active Top Secret/Sensitive Compartmented Information (TS/SCI) clearances with counterintelligence polygraph eligibility, and the contractor must maintain an NGA-accredited Sensitive Compartmented Information Facility (SCIF) with NGANet and additional network connectivity required at task order award. The Small Business Participation goal is set at 31%, and the contract incorporates extensive performance metrics, quality assurance surveillance plans, and forty-seven contract data requirements covering program management, agile development, security, operations support, and sustainment activities throughout the contract lifecycle.
