Evaluation will be based on three equally weighted factors: Technical Approach (Project Schedule), Demonstrated Prior Experience (limited to five pages), and Price Schedule. The deadline for written questions was March 27, 2026 at 1200 EDT, the mandatory pre-bid conference occurred on March 19, 2026 at 0900 PDT, and proposals must be submitted by May 8, 2026 at 1200 PM EDT.

This solicitation is designated as a Total Small Business Set-Aside, with the small business size standard set at $45 million under NAICS code 236220 (Commercial and Institutional Building Construction).
