About this file

This is a specification document for a federal construction contract at Fort Simcoe Job Corps Civilian Conservation Center in White Swan, Washington. The project involves multiple building life safety improvements with two base items: B117 Door Removal and Wall Construction, and B156 Egress Turnstile installation. Work is limited to 8:00 AM-4:30 PM Monday through Friday, with the Government occupying the site during construction. The contractor must supply all labor, materials, equipment, utilities, and valid licenses while maintaining clear access to driveways, parking areas, and emergency routes. Submittals must be provided in PDF format to the Contracting Officer within specified timeframes: pre-construction conference within 10 days of award, bonds within 10 days after award, action/informational submittals within 12 days of Notice to Proceed, and weekly progress reports thereafter. All work must comply with ICC codes, NFPA standards, ABA accessibility standards, and manufacturer specifications. Electrical work requires state-licensed journey-level electricians, plumbing requires state-licensed plumbers, and fire alarm work requires NICET-certified technicians.

Base Item B117 involves removing an existing door and door frame between a theater and North Corridor, then constructing a new wall using Spruce/Pine/Fir lumber (#2 or better), gypsum board (Type C or X), mineral wool insulation, and zero VOC paint to match surrounding finishes. Base Item B156 requires creating an opening in a pony wall queueing area and installing a single-post chrome mechanical turnstile with a 34-inch swing gate allowing 36-38 inches of clear opening, aligned with an exterior door. The contractor must submit product data and shop drawings for the turnstile. Contractor responsibilities include handling cutting and patching for openings larger than 36 square inches and all patching work regardless of size. Substantial Completion is defined as when construction is sufficiently complete for Government occupancy and use as intended. Final closeout includes submission of a one-year warranty on the entire project per FAR 52.246-21, completion of punch lists, final cleaning, and instruction of Government personnel on equipment operation and maintenance.
