About this file

This is a Questions and Answers (Q&A) document for solicitation 12441926Q0024, Fort Simcoe Multiple Building Life Safety Improvements, a small business set-aside RFQ issued by the Department of Agriculture Forest Service for work at the Fort Simcoe Job Corps Civilian Conservation Center in White Swan, Washington. The Q&A clarifies critical project details including wage determination applicability (Yakima County, not King County), potential Tribal Employment Rights Ordinance (TERO) requirements for work on Yakama Nation lands, scope of work parameters, and the government's intent to award the contract. Amendment 0001 addressed contractor concerns by reducing the period for acceptance of offers from 180 days to 60 days, revising the NAICS code from 238390 to 236220 with an updated small business size standard of $45 million, and clarifying that technical requirements from an unrelated sewer project should not be applied to this life safety project.

The Q&A additionally addresses site-specific technical and material questions regarding the renovation scope, including door and frame removal/infill in a theater room, wall construction materials (drywall/plaster), control joint finishing, fire alarm system specifications (GENTEX strobe and Radionics/Bosch panel), and flooring considerations in dining hall B156. The government confirmed no known hazardous materials are present, that contractors must verify existing materials on-site, and that facility-approved substitute materials will be acceptable where original materials are unavailable. No extra rubber base or floor tiles are available from the facility, requiring contractors to source and propose approved alternatives. The quote deadline was extended to May 8, 2026, at noon Eastern Daylight Time per Amendment 0002.

1. The provided wage determination references King County; however, the project is located in Yakima County. Could you please confirm the correct applicable wage determination?

0. The center is located in Yakima County

1. As the project is located on the Yakama Nation, could you please confirm whether any TERO requirements apply to this project?

1. While the project does not contain any TERO requirements, any contractor working within the Yakama Nation (where this project is located) could be subject to TERO requirements. The attached FAQ from Yakima County provides more information and vendors are encouraged to contact Yakima County for more information.

1. Are the technical requirements Volume 1 and volume 2 for this project? These tech requirements are the same requirements from a sewer project at Fort Simcoe. Volume 2 states: Complete all Excel Tabs (eg…Summary, Master Data, Water, Sewer, Lift Stations, Electrical, Campground Base Bid, Paving & Earthwork, Restrooms, RV Sanitary Dum Station, and Campground Optional Items). This scope of work does not pertain to this life safety project. With the minimal work this project contains, I am asking for the technical requirements (Factor 1, Factor 2, Factor 3 price narrative and backup instructions) to be removed please.

2. This was addressed as part of Amendment 0001 and the above has been clarified or removed from the instructions to vendors.

1. Part of the scope of work for this project was bid on a past project and was not awarded. This is a concern for us that we will be spending time and money bidding on this project to receive the same outcome that this project will end up not getting awarded. Is it the intent of the government to award this project and when do they plan to award?

3. The intent of the government is to award a contract for this project

1. Period for acceptance of offers is 180 days. This is the same days requirement from the sewer project at Fort Simcoe. Asking contractors to hold pricing good for 180 days for a 2 weeklong project draws concern that the intent is to not award the project. Can the period for acceptance of offers be changed to 30 days?

4. This was addressed as part of Amendment 0001 and 60 days is the length of time for quotes to remain valid.

1. Are there any known hazardous materials within the project?

5. There are no known hazardous materials

1. In the theater room where the door/frame is to be removed and infilled, the rubber base on both sides of the wall are different colors. Does the facility have any extra rubber base for the infill patch?

6. The facility does not have any bas on hand, nearest matching base to be approved my CO

1. Sheet LS1.0 Note 2 states to finish both sides of wall with level 4 finish. On both sides of the wall, it has a heavy texture. Please advise

7. The intent of the contract is to match the texture to the highest degree possible on each side

1. What is the theater room wall made from? on the theater side the wall looks to be drywall and mud and on the hallway side it looks to be plaster or stucco material. Can you confirm?

8. Contractor verification is required to ascertain the construction materials, however, there may be plaster on the walls

1. There is a control joint above the door infill in the hallway side. Once the door frame is removed should contractor continue the control joint to the floor or frame and finish with no control joint?

9. Finish with control joint

1. The wall to be framed in the classroom there is a fire alarm strobe, a blank cover, a telephone outlet, and a surface mounted power outlet. These are all in the way where the wall is to be framed in. The fire alarm strobe will need to be moved over so it will be in the area of the classroom and not in the to be breezeway. What Fire Alarm is currently installed for that building?

10. Strobe and horn is GENTEX and the panel is Radionics (Bosch)

1. In dining hall B156, the selective demo of the pony wall. For new turnstile gate install will expose the tile floor. It is unknown if the pony wall was built on top of the tile or if there is no tile under pony wall. If there is tile under the pony wall the likelihood of damage is significant. Does the facility have any extra floor tile.

11. The center does not have any floor tiles

1. The current office/ classroom in BLDG 0117 does not have any rubber base. Does rubber base need to be added, does the entire room need base, and what color?

12. The SOW would include base on the constructed wall, color to be approved
