About this opportunity

The U.S. Army Corps of Engineers, Norfolk District, is soliciting bids for the sale of standing timber on approximately 198 acres within nine separate blocks at Fort Pickett Military Installation in Nottoway County, Virginia. The procurement consists of two items: Item 1 involves even-aged clearcut operations across three blocks (A, B, C) totaling 103.2 acres with an estimated 13,652 tons of various timber types, while Item 2 includes one clearcut block (D) and five thinning blocks (E, F, G, H, I) totaling 94.5 acres with an estimated 10,467 tons of timber. Contractors must participate in a mandatory pre-bid tour scheduled for October 17, 2025, beginning at 9:00 AM, and must submit sealed bids by the October 30, 2025 deadline. The contract will be evaluated based on unit pricing for various timber categories including pine sawtimber, pine chip-n-saw, pine pulpwood, oak sawtimber, poplar sawtimber, hardwood sawtimber, hardwood pulpwood, and chips, with timber sold by weight per ton as scaled at the receiving mill. All harvesting operations must be completed by May 30, 2026, due to federal restrictions protecting the endangered Northern Long-Eared Bat, with no exceptions or extensions permitted.

This solicitation has no set-aside designation and is open to all qualified contractors, with no incumbent contractors identified in the documentation. Bidders must provide a 20% bid deposit and performance guarantee, though specific award values are not disclosed as this is a unit-price contract where final payment depends on actual tonnage harvested and market pricing. The total estimated timber volume across both items is approximately 24,119 tons, encompassing various wood products from pine sawtimber to hardwood pulpwood and chips, with specialized chipping operations requiring separate per-unit bid submissions. Performance will take place at Fort Pickett Military Installation in Blackstone, Virginia, with contractors required to comply with Virginia Forestry Best Management Practices and environmental protection measures including restoration of haul roads and avoidance of Streamside Management Zones. The contract timeline spans from award date through the strict May 30, 2026 completion deadline, allowing approximately seven months for all harvesting, processing, hauling, and site restoration activities.
