About this opportunity
The U.S. Army Corps of Engineers Engineering District Omaha is procuring fence construction and removal services at the Fort Peck Project in Montana, spanning approximately 390,000 acres of federal land across Valley and McCone Counties. The work involves removing 21,580 linear feet of existing 6-strand barbed wire fence and installing 21,556 linear feet of new 6.25-foot-tall woven wire boundary fencing with barbed wire on top, along with corner posts, H-braces, and steel gates to maintain property boundaries and prevent encroachments. The contract will be awarded as a firm fixed-price agreement with completion required by September 25, 2026, and the government will furnish fence materials including woven wire, barbed wire, staples, and steel T-posts while the contractor provides labor, equipment, and additional materials. The evaluation will use a best value tradeoff methodology considering three factors: technical capability (equipment list and specifications), past performance (three references from similar projects within the past five years), and price. Quotations are due by September 18, 2025 at 4:00 PM Central Daylight Time, following multiple deadline extensions from the original September 12, 2025 due date.
This procurement is designated as a 100% Total Small Business set-aside under NAICS code 238990 with a small business size standard of $19,000,000. No current contractors or incumbents are identified in the solicitation documents. The contract scope includes specific technical requirements such as fence posts installed at 16'6" intervals, steel T-posts that can be driven, wooden line posts that may require hole digging depending on soil conditions, and two 16-foot-wide gates with 8-foot steel panels. The contractor must provide minimum insurance coverage including $1,000,000 in general liability insurance, worker's compensation, and automobile liability coverage as applicable. Work will be performed at Fort Peck, Montana, with the contractor required to be registered in the System for Award Management (SAM) and comply with Davis-Bacon wage determination requirements for both Valley and McCone Counties in Montana.
