Summary: RTA FEDMMA Specifications
This is a specifications document for a firm-fixed-price construction contract with the U.S. Army Corps of Engineers, Norfolk District, for maintenance and improvement work at the Fort Eustis Dredge Material Management Area (FEDMMA) located at Joint Base Langley-Eustis, Virginia. The project involves raising the disposal site berms from current elevation 34 feet to 36 feet, relocating two existing spill boxes 50-60 feet into the disposal site with associated pipeline connections, and regrading the access ramp to meet the new top-of-berm elevation. Work includes excavation and material handling from a borrow site, mixing and placement of fill material along the dike crest and access road, and partial demolition of existing spillboxes.
The contract establishes four payment items: a base bid for mobilization and demobilization (including permitting, quality control, safety, and erosion control); demolition and reconstruction of a spill box at Station 23+69.71; an optional bid item for demolition and reconstruction of a spill box at Station 39+12.59; and an optional bid item for regrading the access ramp. All payment items are on a lump-sum job basis. The specifications impose extensive administrative and operational requirements including site access restrictions, security protocols (AT Level I training, DBIDS spreadsheet submission, escort requirements), environmental compliance with construction waste management requiring 50% diversion from landfills, utility coordination with Dominion Energy, American States Utility Services, and Virginia Natural Gas, and compliance with OSHA and Army safety regulations. Work hours are 7:30 a.m. to 5:00 p.m., Monday through Saturday, unless modified by the Contracting Officer. The contractor must mobilize within 60 calendar days of award and must provide a qualified superintendent with minimum 10 years construction experience and 5 years as superintendent on similar projects. Detailed provisions address personnel restrictions, equipment access limitations, road maintenance and restoration, utility locating via Miss Utility, hot work permits, facility inventory using BUILDER Data Collection Spreadsheets and DD Form 1354, warranty requirements for one year post-acceptance, and monthly progress reporting with digital photographs.
