About this opportunity

The Department of the Navy Naval Sea Systems Command seeks rental of diesel-powered forklifts equipped with long tines for Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF), with quotes due July 17, 2026 at 0900 AM Hawaii time. This procurement carries a 100% small business set-aside designated for women-owned small businesses.

Place of performance is Joint Base Pearl Harbor Hickam, Hawaii. The contract spans a 12-month base period from July 24, 2026 through July 23, 2027, with an optional 6-month extension. Phase 1 (2 months) requires two 3-ton forklifts and one 7.5-ton forklift, all equipped with pneumatic tires and long tines (minimum 60 inches for 3-ton units, 72 inches for 7.5-ton units). Phase 2 (10 months) requires four 3-ton forklifts and two 7.5-ton forklifts with identical specifications. The optional extension maintains Phase 2 quantities and specifications. Only straight mast forklifts are acceptable; telehandlers and gradeall forklifts are not considered alternatives. Government estimates actual daily usage at 4 hours.

Offerors must provide mandatory proof of on-island equipment availability on Oahu at quote submission, either through documentation of owned local inventory or a binding commitment letter from a local third-party supplier. All contractor personnel must be U.S. citizens with appropriate security background clearance and GREEN badge access to the facility. Offerors must hold valid CMMC Level 1 (Self-Assessment) certification at time of award and maintain compliance throughout contract performance. The contractor bears responsibility for maintenance, repairs, unlimited hourly usage, propane tank supply, and 24-hour response to minor repairs and equipment replacement; the government assumes costs only for damage resulting from operator negligence.

This is a firm fixed-price acquisition. Award will be made to the responsible quoter submitting the lowest-priced, technically conforming quote.
