About this opportunity
The USDA Forest Service is procuring road repair services for Forest Service Road 3N17.4 (Santa Clara Divide Road) in the Angeles National Forest through solicitation 127EAW25R0027. The project involves comprehensive road repairs including pulverizing and repaving approximately 3 inches of asphalt, installing new drainage features, implementing erosion control measures, and reconstructing downslope embankments at five specific sites damaged by atmospheric rivers in 2022-2023. Contractors must possess California state licensure, provide clean equipment to prevent invasive weed spread, and adhere to strict fire safety restrictions during the California fire precautionary period. The evaluation will use a tradeoff source selection method considering technical factors such as past performance, work plan, key personnel, and performance schedule alongside price. Critical dates include a mandatory site visit on July 21, 2025 at 0900 AM PDT, a deadline for submitting Requests for Information to Contract Specialist Tanya Torres by August 1, 2025 at 1000 AM PDT, and proposal submissions due by August 11, 2025.
This opportunity is designated as a Total Small Business Set Aside with an estimated project value between $250,000 and $500,000, requiring bid bonds for proposals exceeding $150,000. The work encompasses five sites across the Los Angeles Gateway Ranger Districts in varied terrain ranging from flat to moderately hilly and steep areas within Los Angeles County, California. The contractor will have a 120-calendar day performance period and must begin work within 10 calendar days of award, with work restricted to non-holiday weekdays from 0700-1900 hours. Specific construction activities include mobilization, excavation, embankment construction, rip rap installation, full depth reclamation, asphalt paving, drainage structure installation, and erosion control across all sites. The project is scheduled to begin in September 2025 and represents emergency relief work for federally owned roads damaged by severe weather events.
