About this opportunity
The U.S. Army Materiel Command Army Contracting Command is seeking a contractor to provide Force Protection Detachment Critical Skills training courses for military personnel. The solicitation requires a contractor to conduct three types of training: a 5-day basic course, a 5-day intermediate course, and an 8-day advanced course covering high-risk driving, advanced shooting, and tactical casualty care. Training will encompass combat firearms skills using Sig Sauer P320/M17/M18 pistols and M4/AR-15 rifles, evasive driving techniques, weapons qualification, and tactical medical care including live tissue training. The government will use a Lowest Price Technically Acceptable (LPTA) evaluation approach, assessing quotes based on a draft training plan and per-student pricing across different class size ranges. Key solicitation dates include a question submission deadline of February 21, 2025, and a quote submission deadline of March 3, 2025 at 11:00 AM Central Time, with the first training class required between March 24-28 or March 31-April 4, 2025.
The contract is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) in the Professional and Management Development Training NAICS category. The solicitation indicates a previous incumbent contractor, though the specific name is not disclosed. The contract will be a single-award requirements contract with a base year and four potential one-year option periods, potentially extending through March 23, 2030. Training will accommodate 10-25 students per class and must be conducted at the contractor's facilities within the Continental United States (CONUS). No security clearances are required, and the contractor must provide all training facilities, weapons, ammunition, vehicles, and course materials. While specific award value is not explicitly stated, the NAICS size standard is $15 million, and the previous year's training involved approximately 35-40 total students across one 5-day and one 8-day class.
