About this file
This document is an Amendment to Solicitation W912CL25Q0004, issued by the 410th Contracting Support Brigade, which modifies the original solicitation for Force Protection Detachment Critical Skills Course. The amendment extends the solicitation closing date to 2:00 PM CST on 14 March 2025 and removes an evaluation factor related to training timing due to funding delays. The solicitation seeks a contractor to provide training for force protection personnel in high-risk driving, advanced shooting, and tactical casualty care.
The contract will be awarded using a Lowest Price Technically Acceptable (LPPF) approach, with evaluation based on a draft training plan and pricing. Contractors must provide pricing for three training course levels (Basic, Intermediate, and Advanced) with student group sizes ranging from 10-25 students. The first training class must be held between 24-28 March 2025 or 31 March-4 April 2025. The government intends to issue a single award Requirements Contract with four potential option years, with a period of performance beginning no later than 24 March 2025. Questions about the solicitation were to be submitted by 10:00 AM CST on 11 March 2025 to specified Army contracting personnel.

SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will be using Lowest Price Technically Acceptable for this requirement. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest price and meets the factors listed below:
1. RESERVED
2. The Quoter’s draft training plan/schedules for the 5-Day Basic, 5-Day Intermediate, and 8-Day Advanced courses shall clearly reflects all training requirements stated in the PWS must be met during training.
3. Price will be assessed for the base year and subsequent ordering periods by evaluating the Contractor’s price per student for each of the three requested classes (Basic, Intermediate, and Advanced). The contractor shall provide pricing for blocks of instruction that include 10-15 students, 16-20 students, and
21-25 students for each of the Basic, Intermediate, and Advanced classes. These prices will then be averaged together to determine an overall price for the quote. Contractor shall complete the attached Price
Schedule..
(b) Ordering Periods. The Government will evaluate offers for award purposes by adding the average price for all options years to the average price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the
Government to exercise the option(s).
(c) Additionally, as part of price evaluation, the Government will evaluate its Option to Extend Services [FAR
Clause 52.217-8 - Option to Extend Services] by adding one-half of the Offeror’s last Ordering Period prices to the
Offeror’s total price. However, the Offeror is only required to price the Base Year and ,Ordeing periods one through four. Offeror shall not submit a price for the potential one-half year extension of services period
(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
